Description
SOURCES SOUGHT: This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. The Contracting Center of Excell ence (CCE) is soliciting information on behalf of the Office of the Assistant Secretary of Army (Installations and Environment). This is a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to determine the extent of Sma ll Business participation and capability to perform contract support for its housing and lodging privatization programs. A Statement of Work (SOW) is located on the CCE website at http://dccw.hqda.pentagon.mil/services/RFP1.asp . You may open the docume nt entitled, Source Sought  Housing and Lodging Privatization Programs. The programs are designed to improve the quality of on post housing for military families and single soldiers. The programs include (1) the Residential Communities Initiative (RCI) program to privatize family housing, (2) the Privatization of Army Lodging (PAL) program to privatize transient lodging facilities, and (3) the privatization of unaccompanied personnel housing. The NAICS code is 541611; size standard is $6.5M. The capabil ity statement is not to exceed 20 pages, and must provide a summary of relevant experience and knowledge that addresses the entire scope of the SOW. Key elements to consider in your submission are (a) technical approach must demonstrate the necessary skil ls, relevant experience and capabilities to successfully perform all tasks in the SOW, and (b) management approach must demonstrate the ability to provide qualified personnel in a timely manner, and a management plans for execution of all of the tasks in t he SOW. The statement must include substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract, brief description of services, Con tracting Officers Representative (COR) name, email and telephone. Request corporate information specifies the company name and address, corporate contact points, CAGE code and attaches a copy of your current CCR data. Also, advise the Government of pend ing changes in small business status. The capability statements will be evaluated to determine if at least two small businesses are capable of performing the SOW; however, respondents will not be notified of the results. The anticipated period of perform ance for this requirement is 12 months, and 4 option years. All data received in response to this Sources Sought solicitation that is marked, as corporate proprietary will be fully protected from release outside the Government. Please do not submit class ified material. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by email to the point of contact at phuong.newhart@hqda.army.mil no other method of transm ittal will be accepted. Large files should be submitted as .pdf or password protected zip files. RFI questions are to be submitted by COB Apr 11, 2006. Respondents submitting a capability statement must do so by email NLT Apr 17, 2006 EST.
