Description
Subject to final approval, The Department of the Treasury’s Bureau of the Public Debt (BPD) on behalf of the Office of National Drug Control Policy (ONDCP) intends to negotiate a sole-source procurement with the Partnership for a Drug Free America (PDFA) for the acquisition of the development of a special analytic report concerning the Partnership for a Drug-Free America’s Attitude Tracking Study (PATS) of teens in grades six (6) through twelve (12). The Government intends to award a contract for a base plus four options. The Office of National Drug Control Policy (ONDCP) in conjunction with the Partnership for a Drug Free America has a Congressional Mandate to operate the National Youth Anti-Drug Campaign. ONDCP is seeking a special analytic report concerning the 2002 through 2006 Partnership for a Drug Free America’s Attitude Tracking Study (PATS) of teens in grades 6 through 12. This study is conducted by Roper Public Affairs & Media on behalf of PDFA and is the only survey currently being conducted with questions that specifically pertain to the Media Campaign. This special analysis shall be completed prior to the completion of the formal PATS study report. Therefore, a sole source to PDFA is intended for this task, as this is merely a special analytic report of the data collected by Roper Public Affairs & Media on behalf of PDFA. It is necessary to have Roper, through PDFA, perform the special analysis and present their findings in a formal report. No other sources have access to the data and no other dataset exists that includes questions on the issues that are of paramount importance to the ONDCP. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to the Partnership for a Drug Free America (PDFA).
