Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Quotes may be submitted on the Standard Form 18 (Request for Quotation). Solicitation number GED-RFQ-6080 Quantity 1 each Acquisition of a potentiometric auto-titration system The primary application for this instrument is to measure dissolved oxygen concentration (DO) in seawater samples by automated potentiometric titration chemistry. It must be a commercially available unit of compact and rugged design suitable for use aboard ship, and operable on 120 VAC. The unit must be fully functional without a PC computer interface. The titration procedure must be programmable and completely automated once the sample is transferred to the unit. These requirements must be demonstrated with supporting documentation for full consideration, including providing a list of customers that can confirm performance requirements. Additional critical specifications are listed below. The system shall: 1. Be fully operational using narrow-mouthed titration vessel (e.g., a standard BOD bottle with a 1.7-cm tapered opening). 2. Use an automated, user-adjustable dosing system, including a 10 mL buret capable of a delivery precision of at least 1 µL. 3. Include a combination platinum/reference electrode with at least 0.1 mV resolution. 4. Have a highly sensitive, user-adjustable potentiometric endpoint detection system. 5. Include inputs for additional sensors, such as: pH, redox, or ion selective, or temperature. 6. Include a stirring apparatus with user-adjustable speed control. 7. Be fully operable without a PC computer interface including storage of results, real-time display of titration curve, and hardcopy output. 8. Be capable to of storing titration results for at least 100 analyses, and of digitally transferring the data into Microsoft Windows™-compatible software (e.g., Excel). 9. Include a suite of standard protocols, including one for determining Winkler dissolved oxygen concentration, so that the user can immediately begin using the instrument. 10. Be capable of a sample throughput of 6-10 per hour. 11. Include USB and/or RS232 connectivity to peripherals and computers. If only RS232 is supported, include the means to adapt RS232 to USB ports. 12. Include a small-format, register-tape printer for hardcopy output of results, of approximate dimensions of 6" X 6" X 4" (LWH). 13. Have quality assurance and reliability documentation that demonstrates the unit meets these specifications. Delivery of Equipment All equipment, software, and appropriate manuals and other documentation shall be provided to EPA within 60 days of the date that the vendor is notified of contract award.
