Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR MARKETING RESEARCH ONLY. This notice is being published to identify potential sources capable of modifying the existing Environmental Particulate Sampler (EPS) and making it automated. Government will supply 1 current EPS system along with EPS specs to include diagrams and software to be used to create an automated EPS prototype. Filter collection media will also be government supplied. This is only a sources sought notice, and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation. 1. Requirements: 1. a. To design, fabricate, test and deliver an Automated Environmental Particulate Sampler (AEPS) prototype. The purpose is to leverage existing capabilities within the Environmental Particulate Sampler (EPS) and enhance them with automation. Using these capabilities, develop a sampler platform similar in ability to the EPS with automated features decreasing the daily need for operator interface. b. The automated EPS must be capable of meeting the following requirements: Using Government Supplied Filter Media -Must be capable to collect the total exposure area in a range of 100-225 in2. -Must allow for even sample distribution or a minimum radial symmetry down to 1/8th paper segments Whole Time Exposure -Portion dedicated to whole time collection -Must be equipped to be exposed for the collection period for each separate filter paper -Adjustable up to a period of 168-hours (7 days) Time Attribution Exposure -Time attribution segments must be discrete time portions of equal value -Exposure area per segment of no less than 1.25 in2 -Each segment shall represent one-twelfth of the whole exposure time -Must be discrete sample intervals -Minimal leakage/contamination between adjacent time elements -Must have separation from the whole time exposure area Automated Sample Handling -Automatic sample change out no less than 14 days; target of 28 days -One change per day for filter paper or packaging material replenishment -Filter paper/packaging material access and re-supply must be easily accomplished -Discrete samples must be automatically removed, packaged, and easily accessible Remote Control and Monitoring -Must send state of health/environment condition data via standard communication modes -Must receive/perform commands for sample advancement/change out, system reset, and collection duration parameters -Must self-initiated sample advancement Fabrication Requirements -Fabricate from corrosion resistant material Power Requirements -Must be able to run on 50 or 60 Hz and voltage of 110/220V -Minimum power requirement threshold of 13A-110V AC/6.5A-220VAC Noise Levels -No more than 60-70 dB at 10 feet -No more than 70 dB at the exhaust (given 20?of 4? inlet ducting and two 90? elbows) EMI Levels -Internal/external components MUST meet MIL-STD 461E Conducted Emissions section CEI02 and Radiated Emissions section REI02 requirements Intended Environment -Weather tight housing must be considered for placement in an unprotected area -Environmental conditions exposure range 20? F to 120? F -Environmental conditions (rain, cold w/precipitation, sandy/salty) collection range - 40? F to 120? F Maintenance Schedule -180-224 days minimum scheduled maintenance -1 year Minimum component level meantime between failure (MTBF) threshold Weight -175- 225 pounds -No more than 60 lbs each sub component assembly -18-24 cubic feet maximum volumetric size threshold Ducting/Sampler Ports -Unit intake similar in size to the EPS (10 in ID). -Exhaust port a minimum of 4-inch ID 2. Statement Of Capability Responses must include the following: name and address of firm, capabilities, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8 (a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners; intent to participate in the upcoming acquisition as a prime offeror; list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact ? address, email, and phone number). The page limitation for this submission is (10) pages. Again, any information submitted by respondents to this synopsis is strictly voluntary. Please DO NOT include resumes, as they will not be reviewed or considered at this time. The Government will not pay for any information submitted by respondents to this Sources Sought request.
