- A MARKET SURVEY is being conducted to determine if there are any qualified contractors capable of providing the proposed contract services. Air Mobility Command (AMC) at Scott Air Force Base has a requirement to improve their capability to generat e accurate construction cost estimates and project schedules for construction projects from the initial programming phase through design changes during construction. Using traditional cost estimating development techniques that rely heavily on historical data and rules of thumb, AMC currently has limited capability to accurately program new projects, and to estimate the time and cost for completing construction projects. With budget resources being ever increasingly limited, there is an increased emphasi s on being able to deliver completed projects on time and within the budget. One key capability required is the ability to model the schedule and cost variability of construction projects in detail. There are numerous complex variables that affect a projects schedule and cost, some of which include availability of specific local trades, productivity of the local labor pool, access to the project site, site management requirements, local availability of materials, and other peculiar local site characteristics. Another key capability is to readily conduct what-if analyses and co st/schedule tradeoff analyses for different design and building material alternatives. And taking into consideration all the significant variables, determine the projects construction schedule and cost for each of these alternatives. Cost estimates are required to use pricing that is derived directly from the local market where the proposed project will be built, and not to rely wholly on historical databases that may not be current with current local market conditions. Project schedules are required to be resourced loaded with values assigned for specific trades, materials, and equipment resources for each schedule activity. Cost estimates and associated project schedules should be integral to one another with respect to each modeled scenario. The Governments intention is to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for providing the above described service. Potential construction projects will be located at various Air Force installations under AMCs responsibility wit hin the United States. NAICS is 541611. All interested contractor's businesses should notify this office in writing by mail or fax by Apr 18, 2006, 2:00 pm, local time. Responses should include: (1) If the company is certified by the Small Business Administration as a HUBZone, 8(a), Service Disabled Veteran Owned Business, or if the company does not have any of these certifications, (2) Past Experience- Describe experience in providing similar service, (3) Describe the approach on providing this proposed service, and (4) a stat ement of which portion of the work that will be self performed, and how it will be accomplished.
