- The U.S. Army Space and Missile Defense Command intends to negotiate a sole source procurement with KineMatik Inc., 6046 Cornerstone Court, Suite 224, San Diego CA for a software package called eNovator. This product is an add-on to the Joint Progra m Executive Office Chemical and Biological Defense (JPEO-CBD) Livelink application and is used as a management tool for cost, schedule, performance, and risk. This product will support the DoD validation program. The purpose of the validation program is to ensure that, when the warfighter uses a detection or diagnostic product in its intended application, the product will yield reliable and consistent results that meet the requirements of the Program Manager and enduser. The eNovator software will be use d to verify and validate cost, schedule, and performance risk for the entire DoD validation program. This procurement shall be issued using other than full and open competition procedures in accordance with FAR 6.302-1(a)(2), only one responsible source a nd no other supplies or services will satisfy agency requirements. This is not a request for competitive proposals but parties purporting to have the requisite credentials to provide this supply must furnish in writing, factual information, which clearly supports and demonstrates evidence of such abilities.
