Description
The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) intends to procure two (2) Pre-Production Hydraulic Lift Mechanism (HLM) units, two (2) one-year option periods for up to an additonal twenty-four (24) Production HLM units and Integrated Logistic Support Data. The HLM is used to load the cable winch and avionics console into the Operational Anti Mine Counter Measures (OAMCM) version of the MH-60S aircraft. The Government is expected to use this equipment on board the Littoral Combat Ship (LCS) while at sea. The HLM is Peculiar Support Equipment for the MH-60S and is being developed to install and remove the aforementioned items into the helicopter. The OAMCM system is scheduled to be fielded in mid 2007. The Government plans to solicit and negotiate the procurement with EDO Corporation, 511 Skyview Drive, Panama City, FL 32408-7608. Under the authority of FAR 6.302-1, this firm is considered the only supplier for this requirement, as they are the sole source designer, manufacturer, and integrator of the HLM at this time. The drawings and specifications for the HLM System is currently being developed by EDO under Naval Surface Warfare Center contract N61331-01-D-0025. The drawings are not currently available to compete this effort. However, it is the intention of the Navy that when the Drawing package is completed and verified it will be used to conduct a full and open competition for future HLM requirements. Interested firms may identify their interest and capability to respond to the requirement. NAWCADLKE intends to procure under the authority of 10 USC 2304 (c ) (1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
