This is a SOURCES SOUGHT SYNOPSIS only. The purpose of the Sources Sought Synopsis is to gain knowledge of potential qualified business sources for the bridging of design and performance of construction for the new Federal Courthouse in Las Cruces, New Mexico (Design/Build Bridging). This project will provide for a new courthouse and all associated work. This project will utilize a completed design and will construct: a new courthouse that reflects the dignity and significance of the U.S. Courts, and the Federal Government and invokes community pride. The new courthouse will be located across Griggs Street from the existing Runnels Federal Building. The new courthouse will be approximately 230,000 GSF. The new courthouse will be constructed according to current design guides for courthouse construction. GSA will provide drawings depicting the current 100% design solution along with comments associated with the solution. It will be the responsibility of the offeror to recommend modifications to the design achieve construction in scope and budget; complete the design recommended modifications to the design to achieve construction in budget and scope; complete the design documentation based upon agreed modification, complete the design and construction of new Federal Courthouse within 30 months of Notice to Proceed. GSA Greater Southwest Region Solicitation No. GS-07P-06-UFC-0018. The estimated construction Cost Range is $75,000,000 to $80,000,000. The scope of services will require at minimum: construction drawings, specifications, cost estimates, value engineering services, computer aided design and drafting (CADD), project scheduling, submittal preparation, construction quality control, construction, demolition, as-built, post construction services. The final design solution should include consideration for sustainable design features (LEED). Release of the solicitation package will be limited to those parties who provide validated security information. Interested parties should indicate qualification under Hub Zone, 8A, Small Disadvantaged Business, Large Business, etc as applicable.
