Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HQROR0603 and is issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-25. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. The provisions at 52.212-2, Evaluation-Commercial Items, apply to this acquisition. Evaluation Criteria. This is a best value procurement and evaluation of offers which will be based on 1) qualifications, 2) past performance, 3) pricing. Technical and past performance is 80% of evaluation importance as compared to 20% of price. The associated NAICS code is 721110 and the small business size standard is $5,000,000.00. Offerors must be registered in the Business Partner Network?s Central Contractor Registration (CCR) database to be considered. You can register at the CCR website: http//www.bpn.gov. Offertory must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer or they will be considered non-responsive. References must be included with our offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5 (b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225-3; and 52.232-34. Submit all proposals to the attention of Rachel Osborne. All proposals must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposor with the government and sent to the address in this announcement. Faxed proposals are not permitted. Proposals should be submitted to Rachel Osborne at the Corporation for National and Community Service, 1201 New York Avenue, NW, Suite 8404B, Washington, DC 20525. Phone number is 202.606.6985. ALL PROPOSALS SHOULD BE RECEIVED NO LATER THAN 12:00 NOON TUESDAY, APRIL 18, 2006. No telephonic/email proposal will be accepted. NOTE: Third party responses are welcome, however direct responses are preferable. Third party responses should also have a letter from the hotel confirming that the dates are acceptable and shall provide three (3) references with responses to this solicitation. Due to delays in delivery of regular USPS mail to the government offices, there is no guarantee that your proposal will arrive in time to be considered. Therefore, we suggest use of USPS priority mail or a commercial overnight delivery service. STATEMENT OF WORK: The AmeriCorps*VISTA department is in need of a facility that can provide conference space, lodging space, and meals in order to conduct the AmeriCorps*VIST Supervisors Training in one of three locations the Chicago, IL metro area, the Minneapolis, MN metro area or the Columbus, OH metro area. The A*VISTA department will need this facility for one of the following 2006 dates: the week of June 26, the week of July 17, the week of July 31, or the week of August 14. Please note: There may be up to 10 percent variation between time of bid and conference event: We will confirm actual numbers prior to the event. Single Sleeping Rooms 150-210-Single rooms for 2 nights: the week of June 26, the week of July 17, the week of July 31, or the week of August 14. Meeting Space-All meeting space should be on a 24-hour hold with no obstructions that could affect training set-up for round tables, no obstruction of view with pillars or other item, no pipe and drape set-ups. (Meeting rooms and at least 25% of sleeping rooms must be accessible to physically challenged individuals). General Session One (1) rectangle tables at front of general session room each day for presenter materials One (1)-for 150-225 attendees set in rounds of six to eight from 6:00am-8:30pm on the following dates: For the week of June 26, the week of July 17, the week of July 31, or the week of August 14. Breakouts One (1) rectangle tables at front of breakout room each day for presenter materials Six (6) ? Eight (8) breakouts-for 30 attendees set in rounds of six to eight from 6:00am - 8:30pm on the following dates: For the week of June 26, the week of July 17, the week of July 31, or the week of August 14. Office or Boardroom set for 15-20 people conference style For the week of June 26, the week of July 17, the week of July 31, or the week of August 14. Meals ? Please provide prices at Federal Government Per Diem plated and buffet (At least 25% of all attendees at meals will be vegetarians or vegans). AM Breaks should include coffee, tea refresh; PM breaks should include coffee, teas, soft drinks, and light snacks. All meals should be served in separate space other than meeting space for duration of the events. Full Breakfast - Two (2) mornings for 150-225 people - 7:00 a.m. 8:00 a.m. AM Break ? Two (2) for 150-225 people - 10:00 a.m. ? 10:15 a.m. Lunch ? One (1) for 150-225 people - 12:00pm-1:00pm PM Break ? One (1) for 150-225 people -3:00pm-3:30pm Audio Visual Equipment Message board and registration table Four (4) large tables and a message board should be set up in the assigned registration area starting at 2:00pm June 26, June 27, July 17, July 18, July 31, August 1, August 14 or August 15, 2006 and remaining there until the event concludes.)
