- INTRODUCTION: Laboratory taxonomic identification and enumeration of benthic macroinvertebrate samples. BACKGROUND AND SCOPE: Two hundred eleven (211) benthic macroinvertebrate samples were collected by the Aquatic and Riparian Effectiveness Monitoring Program in 2005 for use in watershed condition assessments. An additional 160 samples are anticipated to be collected in 2006. These samples represent one attribute in a suite of attributes used to conduct the assessments in western Washington and Oregon and northwest California. The watershed condition assessments are used to monitor the effectiveness of the Northwest Forest Plan. TECHNICAL REQUIREMENTS: The laboratory will use their standard operating procedures, based on USGS NAWQA guidelines. The procedure should consist of: 1. Separating macroinvertebrates from the sand and other inorganic particles in the sample using a sieve (maximum size 500 ?m). 2. Systematically subsampling the sample until a minimum of 500 organisms are removed from the sample and for taxonomic identification and enumeration. 3. Conducting a brief search (10 minutes) of the remaining sample for large or rare taxa. 4. Identify and count the organisms in the sample. The following organisms should not be included in the results: a. Damaged or immature organisms b. Molt skins (exuvia) c. Adult insects (except for water-dwelling adults such as coleopterans and hemipterans) d. Terrestrial invertebrates e. Empty snail shells f. Zooplankton g. Eggs 5. Insects should be identified to species, except for Chironomids, which will be identified to family. Other organisms should be identified to family, if possible, according to the laboratory?s standard procedure. 6. The laboratory will use their established quality control procedures. 7. New or unusual species, species found outside their known range of distribution, or other specimens of interest may be archived by the laboratory. 8. Data will be entered into database. 9. The laboratory will return electronic data files to the government, which include taxa lists, taxa counts, and calculated metric values. The contractor will coordinate with the monitoring program?s database coordinator for file formats and other details. 10. The laboratory will dispose of the samples upon completion and the analysis and return all sample jars to the government. 11. All work should be completed by April 1, 2007. All contractors must be registered in the Central Contractors Registration (CCR) and Online Representations and Certifications Application (ORCA) in order to be considered for award. Information on the CCR registration process can be found on the internet at http://www.ccr.gov. Information on the ORCA registration process can be found at https://orca.bpn.gov/ David Hallen is the Contracting Officer for this project. The estimated Issue Date for this Request for Quotation in FBO is April 22, 2006 and the estimated closing date is May 8, 2006, COB.
