Description
The contractor shall provide construction services to convert two (2) existing railroad trestles into public access trail bridges located over Prairie Creek on the Midewin National Tallgrass Prairie in Will County, Illinois. Work will include, but is not limited to: 1) Repairs to existing concrete piers and abutments, 2) Removal of existing timber ties and decking, 3) Cleaning and painting of existing steel beams, 4) Installation of new timber decking and railings, 5) Installation of riprap for erosion control around the new structure, and 6) Site work: approach grading, trail surfacing, and stone wall installation. Contractor shall furnish all labor, materials, equipment, tools, transportation and supplies, and perform all work required in accordance with drawings and specifications of the contract. Location of project: over Prairie Creek, west of Illinois State Route 53, on the former Joliet Area Army Arsenal (J.A.A.A.) in Will County, Illinois. Background: The structures were originally built in or about 1957 to transport materials via railroad between manufacturing and storage areas within the arsenal. The existing piers, abutments, and main structural support beams will be rehabilitated, and new bridge decks shall be constructed to accommodate use by pedestrians, bicyclists, and equestrian riders. These bridges will then become part of the first permanent trail system on the Midewin National Tallgrass Prairie. This solicitation will be advertised as an unrestricted procurement using the sealed bidding format and a 20% bid bond will be required, as well as past performance data, for a firm fixed price, construction contract, under the Small Business Competitiveness Demonstration Program. A price evaluation preference will be given to HUBZone concerns, if any apply. This solicitation will be available ONLY electronically at the Federal Business Opportunities (FBO) website: http://www.eps.gov/, on approximately April 5, 2006.
