- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE WORLD WILDLIFE FUND (WWF) FOR NOAA FISHERIES. PURPOSE OF PROPOSED CONTRACT IS TO CONTINUE A PROJECT TITLED ?REDUCING SEABIRD BYCATCH IN RUSSIAS LONGLINE FISHERIES?. THE WORK TO BE PERFORMED IS CONTINUING WORK ON THIS PROJECT. THE OVERALL GOALS OF THE SEABIRD BYCATCH PROGRAM IS TO REDUCE ADVERSE IMPACTS TO SEABIRDS PRESENTED IN FISHING GEAR, PARTICULARLY LONGLINE GEAR. IN THIS PROJECT, THE CONTRACTORS SPECIFIC OBJECTIVES ARE TO: 1) BUILD RUSSIAN CAPACITY WITHIN THE CONSERVATION AND SCIENTIFIC COMMUNITIES TO UNDERSTAND AND DOCUMENT THE SCOPE OF BYCATCH PROBLEMS IN THE WESTERN BERING SEA; 2) FACILITATE COMMUNICATION AND INFORMATION EXCHANGE BETWEEN RUSSIAN AND AMERICAN COUNTERPARTS; 3) DOCUMENT THE SCALE AND SCOPE OF SEABIRD BYCATCH IN RUSSIAN LONGLINE FISHERIES; 4) COLLECT AND DOCUMENT SIGHTINGS OF SHORT-TAILED ALBATROSSES IN RUSSIA; 5) SUPPORT FIELD RESEARCH AND TESTING OF SEABIRD BYCATCH MITIGATION DEVICES; 6) DEMONSTRATE THE EFFECTIVENESS OF STREAMER LINES AND GAIN BROAD SUPPORT FOR THEIR APPLICATION IN THE WESTERN BERING SEA AND RUSSIAN FAR EAST LONGLINE FLEET; AND 7) ENGAGE RUSSIAN LONGLINE FISHERIES SECTOR IN THE SOLUTION TO REDUCING SEABIRD BYCATCH. THE CONTRACTORS SPECIFIC PROJECT ACTIVITIES WILL INCLUDE: PROJECT COMPONENT I) FIELD RESEARCH, WHICH WILL CONSIST OF THE FOLLOWING: A) STREAMER LINE TESTING ON VARIOUS VESSEL TYPES, IN DIFFERENT FISHING AREAS, AND DURING FISHING FOR VARIOUS FISHERY TARGETS IN THE KAMCHATKA REGION; B) EXPERIMENTAL WORK TO USE BOTTOM LONGLINE WITH A WEIGHTED MAINLINE (I.E. INTEGRATED WEIGHT LINE) FOR VESSELS FISHING FOR COD ( IN THE WESTERN PART OF THE BERING SEA AND THE PACIFIC WATERS OF KAMCHATKA) AND FOR BLACK COD (IN THE EASTERN PART OF THE SEA OF OKHOTSK); C) GATHER BYCATCH DATA TO ESTIMATE MORTALITY OF SEABIRDS IN BOTTOM LONGLINE FISHERIES IN THE WATERS OFF KAMCHATKA; D) CONDUCT VISUAL OBSERVATIONS ON THE OCCURRENCE AND DISTRIBUTION OF SHORT-TAILED ALBATROSS AND OTHER ALBATROSS SPECIES IN THE WATERS OFF KAMCHATKA AS IT RELATES TO LONGLINE FISHERIES IN THE WATERS OFF KAMCHATKA (WITH PARTICULAR EMPHASIS ON THE EASTERN AND CENTRAL PART OF THE SEA OF OKHOTSK). PROJECT COMPONENT II) STREAMER LINE CONSTRUCTION, WHICH WILL CONSIST OF THE FOLLOWING: A) CONDUCT A FEASIBILITY ANALYSIS ABOUT ESTABLISHING A PROGRAM TO PRODUCE STREAMER LINES IN PETROPAVLOVSK-KAMCHATSKY AT A LOCAL FISHING GEAR FACTORY; AND B) BASED ON RESULTS OF THE FEASIBILITY ANALYSIS, INITIATE AND IMPLEMENT SUCH A PROGRAM FOR LOCAL PRODUCTION OF STREAMER LINES. PROJECT COMPONENT III) OUTREACH. THE CONTRACTOR WILL PROVIDE COORDINATION AND COMMUNICATION SUPPORT ON THE PROJECT, WORKING WITH THE BERING SEA FLEET TO SHARE INFORMATION ABOUT THE SEABIRD BYCATCH PROJECT AND ENLIST NEW VOLUNTEERS TO PARTICIPATE IN THE PROJECT. THUS, SPECIFIC ACTIVITIES FOR THIS PHASE OF THE PROJECT TO INCLUDE: A) WORK TO INTRODUCE STREAMER LINES AND WEIGHTED MAINLINE ON LONGLINE VESSELS FROM VARIOUS RUSSIAN FISHING ORGANIZATIONS; B) DISTRIBUTE AND SHARE EXPERIENCE AND NEWS OF RESULTS AMONG FISHING COMPANIES AND UPON REQUEST, PROVIDE WILLING PARTICIPANTS WITH STREAMER LINES FOR LONGLINE VESSELS; C) CONDUCT OUTREACH ON BYCATCH, STREAMER LINES, AND ALBATROSS BYCATCH, FOREMOST AMONG FISHERMEN BUT ALSO WITHIN THE CONSERVATION AND MANAGEMENT SECTORS, AS WELL AS AMONG JOURNALISTS; D) WORK WITH US PARTNERS TO DETERMINE APPROPRIATE INTERNATIONAL CONFERENCE/ FORUM IN WHICH TO FEATURE THIS PROJECT, AND MAKE ARRANGEMENTS FOR A PRESENTATION OF PROJECT OUTCOMES. THE WWF IS UNIQUELY QUALIFIED IN THAT THEY HAVE EXTENSIVE EXPERIENCE WORKING WITH USFWS, WASHINGTON SEA GRANT PROGRAM, THE NORTH PACIFIC LONGLINE ASSOCIATION, RUSSIAN FISHING INDUCTRY GROUPS, AND NOAA FISHERIES ON A PROGRAM ON PROTECTED SPECIES INTERACTIONS WITHIN LONGLINE FISHERIES.IN 2003-2004, THE USFWS INITIATED A COLLABORATIVE PROJECT WITH WWFS BERING SEA ECOREGION PROGRAM TO ASSIST THEM IN ITS EFFORTS TO ADDRESS SEABIRD BYCATCH IN RUSSIAS LONGLINE FISHERY. THIS PROJECT WAS THE FIRST AND ONLY OF ITS KIND AND ALLOWED FOR NUMEROUS OPPORTUNITIES, INCLUDING AN EXPERT WORKSHOP WITH US AND RUSSIAN SCIENTISTS AND LONGLINE FISHERMEN; DISTRIBUTED FOR FREE U.S. MADE SEABIRD AVOIDANCE MEASUERS (STREAMER LINES); AND DISTRIBUTED ALBATROSS ID PLACARDS, TRANSLATED INTO RUSSIAN. BASED ON THIS WORK, NOAA BELIEVES THE WWF IS UNIQUELY QUALIFIED TO CONTINUE WORK ON THIS CRITICAL PROJECT AND BUILD UPON THE FIRST PHASE COMPLETED. PERIOD OF PERFORMANCE IS FOR SEPTEMBER 1, 2006 THROUGH AUGUST 31, 2010, FOR A BASE YEAR WITH THREE OPTION YEARS, DEPENDING ON FUNDING. BASE YEAR WILL BE SEPTEMBER 1, 2006 THROUGH AUGUST 31, 2007. EACH ADDITIONAL OPTION YEAR WILL BE ONE CONSECUTIVE YEAR FOLLOWING THE PREVIOUS. NOTWITHSTANDING THE GOVERNMENTS INTENT TO NEGOTIATE THIS REQUIREMENT WITH THE WORLD WILDLIFE FUND, UNDER THE AUTHORITY OF 41 USC253(C)(1), ANY OTHER RESPONSIBLE SOURCES MAY SUBMIT A STATEMENT OF QUALIFICATIONS AND EXPERIENCE WHICH, IF TIMELY RECEIVED, WILL BE EVALUATED BY NOAA TO DETERMINE IF A COMPETITIVE SOLICITATION SHOULD BE ISSUED.
