- The National Oceanic and Atmospheric Administration (NOAA) is conducting a market survey to determine the availability and potential technical capability of small businesses and 8(a) firms to develop educational curriculum for NOAA?s Hawaiian Islands Humpback Whale National Marine Sanctuary (HIHWNMS). The intended procurement will be classified under NAICS code 611710 with a size standard of $6.5 million. The offeror will be required to develop, produce, duplicate, and distribute education curriculum to schools throughout Hawaii to encourage teachers to participate in in-service classes on the marine curriculum. The purpose of this contract is to extend the sanctuary?s education efforts to ?reach into Hawaii?s schools and use the oceans and beaches as a classroom to teach science to children. The primary goals is to produce strong science-based curriculum that capitalizes on the wealth of resources in Hawaii?s oceans and coasts and will increase the number of children who pursue marine science and policy as adults both locally and nationwide.? The scope of this project is to develop and implement marine curriculum into the Hawaii Department of Education (DOE) system. This will be done in conjunction with the Department of Education curriculum specialists. All materials will be standards based and aligned to the DOE Scope and Sequence. The potential Contractor will be required to oversee the development of a standards based marine science curriculum to be disseminated to the Hawaii Department of Education. Marine Science Curriculum shall include: Five high school level chemistry related marine science units Five high school level physical science related marine science units Five high school level environmental science related marine science units Five high school level biology related marine science units Ten high school level in-the-field monitoring activities Ten intermediate level in-the-field monitoring activities Ten 6th grade integrated project based marine science units Ten 7th grade integrated project based marine science units Ten 8th grade integrated project based marine science units Task Requirements 1. Develop and design a standards based marine science curriculum. Units to include problem solving, inquiry based lessons, background information, and assessment tools. Content to be developed by content writers and validated by the sanctuary and its science advisors. 2. Provide for a period of two years, a marine science resource teacher for the DOE. The marine science resource teacher is to interface with the DOE, develop UH and DOE credit courses to in-service the marine curriculum and implement in-service sessions on all islands in Hawaii. Resource teacher to coordinate the dissemination of materials into the schools and to develop and support field site opportunities. 3. Develop and implement assessment tools to evaluate effectiveness of the curriculum. Assessment to be done on the structure and content of the curriculum, the teacher in-service and student/teacher application of the curriculum. One year after implementation of the curriculum into schools the contractor will produce a written evaluation report with recommendations. 4. Design a visual arts/marine science technology based program. Projects to feature student research, writing and visual art elements focusing on marine organisms and ecosystems. Project to include opportunities for classes to be out in the field and also video components of marine organisms and ecosystems for classroom use. Technology to be incorporated into the project: digital cameras, video cameras and ability to develop digital presentations of the project. 5. Develop website to include all curriculum products developed for this project plus supplemental web-based materials and activities to enhance and support the content and curriculum. Web materials to include background information, links to other related sites, and student activities. 6. Develop multimedia materials (DVDs or CDs) for each curriculum unit. Content to feature scientists, research projects and science stories related to the content of the curriculum. 7. Support a state wide High School Marine Science Symposium by coordinating transportation, housing and food for approximately 40 selected students/teachers from all islands, who will be flown to Oahu to participate in a one-day symposium to present/share their marine science research projects. Symposium to also include presentations by local marine scientists. 8. Print, publish and disseminate curriculum materials to intermediate and secondary schools in the state. Materials to be disseminated in a variety of forms: Printed and bound or placed in notebooks. On-line access CD?s/DVD?s 9. Supply workshop materials for teacher in-service workshops. Teacher workshops will be designed and presented by the DOE Resource Teacher who will determine needed materials. 10. Sponsor and coordinate a twelve member ?Teacher Advisory Group? to develop the curriculum scope and sequence. Teachers to receive stipends and travel support to attend a planning retreat. The first session to be a two-day retreat to be held on Coconut Island. Video conferencing and e-mail sessions to follow. NOAA intends to negotiate a firm fixed price contract for the work described above. Firms responding to this market survey should provide only focused and pertinent information. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables.
