- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE UNIVERSITY OF ALASKA FAIRBANKS, SEA GRANT PROGRAM FOR NOAA FISHERIES. PURPOSE OF PROPOSED CONTRACT IS TO ORGANIZE AND CONDUCT A 3-DAY FOLLOW UP CONFERENCE IN SEPTEMBER 2006 ON THE NATIONAL STANDARD 8 OF THE MAGNUSON-STEVENS FISHERY CONSERVATION AND MANAGEMENT ACT (MSA), WHICH WOULD PROVIDE AN EXPANDED OPPORTUNITY FOR INTERACTION BETWEEN REMOTE SOUTHEAST FISHING COMMUNITY REPRESENTATIVES AND REGULATORS (BOTH STATE AND FEDERAL). THE CONTRACTORS SPECIFIC PROJECT ACTIVITIES WILL INCLUDE: 1) RESERVE VENUE AND FACILITATE LOGISTICAL SOLUTIONS; 2) DEVELOP CONFERENCE WEBSITE AND OTHER ADVERTISING (E.G., MAILINGS, BROCHURES, PRESS RELEASES, ETC.); 3) COORDINATE REGISTRATION (BOTH ON-LINE AND AT THE CONFERENCE); 4) PROVIDE APPROPRIATE LOGISTICAL SUPPORT TO THE SPEAKERS; 5) PROVIDE APPROPRIATE LOGISTICAL SUPPORT TO PARTICIPANTS RECEIVING TRAVEL SCHOLARSHIPS; 6) DEVELOP A COMPLETE CONFERENCE PROGRAM; 7) INSURE THAT THE AUDIO-VISUAL REQUIREMENTS ARE SATISFIED; 8) DEVELOP AND DISTRIBUTE AN EVALUATION METHODOLOGY; 9) PRODUCE AND DISTRIBUTE A BOOKLET SUMMARIZING CONFERENCE PROCEEDINGS. THE UNIVERSITY OF ALASKA FAIRBANKS, SEA GRANT PROGRAM IS UNIQUELY QUALIFIED AS THEY ARE FAMILIAR WITH ALASKAS COASTAL COMMUNITIES AND THEIR FISHERY BASED LOCAL ECONOMIES. THEY HAVE ALSO DEMONSTRATED EXPERIENCE IN SUCCESSFULLY ORGANIZING AND CONDUCTING SYMPOSIA INVOLVING CITIZEN GROUPS, GOVERNMENT PERSONNEL AND EXPERTS TO ADDRESS FISHERY MANAGEMENT CHALLENGES. THE UNIVERSITY OF ALASKA SEA GRANT HAS BEEN INVOLVED IN RESEARCH, EDUCATION AND EXTENSION IN ALASKA FOR A NUMBER OF YEARS, FUTHER, THEIR PROGRAM IS FOCUSED ON COASTAL COMMUNITIES AND THE PRESSING RESOURCE ECONOMIC PROBLEMS THAT CHALLENGE RESIDENTS OF THOSE COMMUNITIES. THE UNIVERSITY OF ALASKA FAIRBANKS SEA GRANT PROGRAM HAS BEEN ORGANIZING INTERNATIONALLY RECOGNIZED FISHERY SYMPOSIA FOR OVER 20 YEARS ON VARIOUS FISHERY-RELATED TOPICS. THEY HAVE ALSO SUCCESSFULLY ORGANIZED THE FIRST CONFERENCE ON THE NATIONAL STANDARD 8 FOR NOAA FISHERIES. BASED ON THE ABOVE, NOAA BELIEVES THE UNIVERISTY OF ALASKA FAIRBANKS, SEA GRANT PROGRAM IS THE ONLY VENDOR AVAILABLE THAT CAN MEET THE ABOVE REQUIREMENTS AND IS UNIQUELY QUALIFIED TO WORK ON THIS CRITICAL PROJECT AND BUILD UPON THE FIRST PHASE COMPLETED. PERIOD OF PERFORMANCE IS FROM DATE OF AWARD THROUGH SEPTEMBER 30, 2006. NOTWITHSTANDING THE GOVERNMENTS INTENT TO NEGOTIATE THIS REQUIREMENT WITH THE UNIVERISTY OF ALASKA FAIRBANKS, SEA GRANT PROGRAM, UNDER THE AUTHORITY OF 41 USC253(C)(1), ANY OTHER RESPONSIBLE SOURCES MAY SUBMIT A STATEMENT OF QUALIFICATIONS AND EXPERIENCE WHICH, IF TIMELY RECEIVED, WILL BE EVALUATED BY NOAA TO DETERMINE IF A COMPETITIVE SOLICITATION SHOULD BE ISSUED.
