Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch, (OEEB) plans to procure on a sole source services of an Industrial Hygienist for Support for Occupational Epidemiology Studies with The Institute of Risk Assessment Sciences (IRAS), University of Utrecht, Yalenlaan 1, Utrecht 3584 CL, The Netherlands. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The Occupational and Environmental Epidemiology Branch (OEEB) within the National Cancer Institute (NCI) carries out studies of occupation and environment-related risk. These studies include retrospective assessment of historical exposures through industry and questionnaire-based evaluations; on-site evaluation of exposures through air, dermal and biological monitoring; and evaluation of early biologic effects and genetic susceptibility. The NCI has a need for specific expertise in epidemiologic applications of industrial hygiene to meet critical needs on five major research areas: 1) Study of miners exposed to diesel exhaust (Diesel Study), 2) Studies of benzene exposed workers in China (Chinese Benzene), 3) Study on occupational solvent exposures and biomarker effects (Solvent Biomarker Study), 4) Study on indoor air pollution and lung cancer (Qujing Lung Cancer Study), and 5) Study of corn farmers in the Agricultural Health Study (Corn Farming). The contractor shall provide the services of a industrial hygienist with a Ph.D in exposure assessment and experience in conducting real-time and retrospective exposure assessments for occupational and environmental epidemiologic studies. The Institute of Risk Assessment Sciences (IRAS) at the University of Utrecht has extensive and unique experience in these areas. Researchers at IRAS are recognized leaders in occupational and environmental exposure assessment for epidemiological studies along with a strong background in industrial hygiene, toxicology and epidemiology. IRAS is familiar with the different areas in exposure assessment including real-time and historical assessments, quantitative exposure modeling techniques, biological monitoring and dermal exposure assessments. No other source is known that combines both the knowledge and experience necessary to work on these studies. Period of Performance: May 15, 2006 ? May 14, 2007 with two (2) twelve (12) month options. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. One (1) original and one (1) copy of the capability statement(s) must be received in the contracting office by 1:00 p.m. EDT, on April 18, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
