Description
Description This requirement is for one year interim service and possible option to continue for two additional years based on satisfactory performance. This requirement calls for lease and rental of electric generators and ancillary power distribution system to meet the maximum power requirements of Federal Emergency Management Agency (FEMA) activities where grid based power is inadequate or not available. This requirement is not a Request for Proposal, but a survey to locate sources capable of providing all necessary engineering expertise, qualified personnel, equipment, fuel, and operation and maintenance to ensure continuous uninterrupted supply of electric power. The FEMA Headquarters Logistics has a requirement for standby-by contract sources for critical disaster commodities and professional program support services (for multiple programs) that will enable FEMA to proactively support the logistical emergency necessities associated with natural and man-made disasters. The Contractor will be asked to provide mobile generator support to fulfill the requirements of FEMA Headquarters and Regional Logistics for logistics support services needed to respond to Presidential-declared emergencies within the United States and its territories and possessions. The Contractor also may be used to provide such services in emergencies not declared by Presidential decree. These services are in support of disaster recovery assistance requirements resulting from hurricane devastation, and/or potential future disasters. FEMA is looking for firm(s) that can provide up to 3 Mega Watts of mobile power generation capability within 72 hours of notice to proceed. The contractor must be capable of providing the power 24 hours a day, 7 days a week, and assign qualified personnel to respond within one hour to an order for service or request for assistance. The generator contractor must be willing to receive management/oversight guidance from USACE and/or a FEMA designated on-site Project Officer/Officer in Charge in addition to COTR and CO. Following sections provide more details and specific support services to be provided by the Contractor. The Contractor shall be fully responsible for performing one or all of the specific tasks and deliverables described below. Generator sizing from 3000watts thru 3MGW, Generators should be 3-phased Fitted with orbital gel batteries to minimize hazardous materials Generators should have a fuel line quick disconnects to be compatible with our generator inventory, which is the compatibility of a generator unit with a respective fuel tank. The quick disconnects allow a generator unit to use a variety of fuel tanks (larger/smaller) and not depend necessarily on one specific tank. Sometimes you have to work with whatever fuel tank is available. The primary reason for the fuel line quick disconnects is to facilitate handling and installation/de-installation of a generator unit and its accompanying fuel tank. The entire FEMA generator inventory is equipped with fuel quick disconnects. Generators should be fitted with lifting aids such as forklift stirrups and/or lifting eye for crane/cherry picker lift capability. Trying to handle, maneuver, install/de-install a generator without the forklift stirrups and or lifting eye usually results in physical damage to the generator. 1. Task One a. On-Site Engineering and Demand Analysis: The Contractor shall be responsible for providing staff assistance visits for on-site inspection, assessing power demand requirements, generator/sub-station siting plan, and running distribution cables, developing fueling logistical plan, and implementation of appropriate security measures. b. Deliverables (1) Preliminary design of power generations system based on engineering estimates of potential maximum demand to including generator size and configurations, distribution cable specifications, size and specifications of transformers and breakers, and back up redundancy capability to ensure 99% reliability. Identity and locate all components of power generation system on engineering drawing (Auto-CADD based drawing preferred) Generator system is defined as all systems and subsystems of the generator power plant (engine) and generator electrical power production and distribution subsystems to include breakers, transformers, and controls and external fuel tanks. (2) Provide engineering analysis support and briefings to the designated FEMA COTR in finalizing the contractor proposed preliminary design. (3) Provide site preparation requirements to FEMA. Depending on the scope of site preparation requirements, FEMA may task base camp contractors to provide the necessary site preparation support. 2. Task Two a. Transportation and Installation of Generators and Distribution System. The Contractor shall be responsible for the transportation and installation of engineered power generation and distribution per the approved design from the Task One within specified timeframe, generally within 72 hours. (1) Project management to coordinate transportation and installation of generator system with FEMA and other contractors hired by FEMA. (2) Contractor could take direction from the Army Corps of Engineers (USACE) that have the NRP Emergency Power mission. The contractor shall comply with all applicable local permits and licenses. Contractor performance shall ensure that all system and subsystems installations conform to all applicable federal, state, local, and installation regulations. For example, fuel storage tanks must have a secondary containment capability.b. Deliverable (1) Installation and construction of a functioning and fully engineered power generation system as specified under the task one. (2) Progress report 3. Task Three a. Operations and Maintenance: The Contractor shall be responsible for operations and maintenance and all repairs to ensure reliable and continuous generation and distribution of power to meet electrical demands of all FEMA directed activities. The contractor shall be responsible for complying with all applicable local, state, and federal environmental and safety regulations pertaining to the prevention of the spilling of fuels and lubricants. b. Deliverables (1) Continuous generation and distribution of electricity (110 volts, 60 hertz cycle, A/C) to satisfy all power demand requirements. Ensure least 99% reliability. (2) The Contractor will provide sufficient number of qualified on-site or stand-by personnel readily available to respond within one hour of either partial or complete system failures that pose unacceptable risks to possible mission degradation. Contractor shall have qualified personnel trained in mobile power generation maintenance, to include generator, electrical, mechanical, and diesel power systems. They shall be proficient in English, including technical jargon. Contractor shall provide, with their proposal in response to the solicitation, the qualifications of personnel to be available for the performance of this contract to include: certificates of training, state licensing, or other training documentation, and experience in the performance of the same or similar work. (3) The contractor shall be responsible for providing standby on-site storage of critical spare parts to minimize potential downtime and all shop materials not furnished by the Government required for on-site maintenance of the generators; fuel, filters, equipment tags, rags, matting, etc. (4) Scheduled maintenance to be performed per manufacture?s recommendation. Provide copy of logs indicating actual maintenance performed to ensure continuous operation and system reliability. (5) The contractor shall provide all hazardous toxic waste containment equipment/supplies required for performance of this task order at the on-site generator operations and maintenance area. Hazardous wastes regulated for storage and disposal must be done in accordance with all applicable environmental regulation. The Contractor shall provide the proper containers for the interim storages and disposal of hazardous waste by properly trained or certified operators. The contractor shall be responsible for disposal of all waste materials generated during services and run-ups. The contractor shall be responsible for recovery and proper disposal of all used fuels, fluids, contaminated fuels, filters, rags, matting tarps, used oils, and filters, packing materials and all other materials related to the maintenance and service of the generators and all other hazardous materials. Disposal shall be in accordance with federal, state, and local environmental disposal regulations. Proof of disposal shall be provided to Task Monitor or other COTR representative. Contractor shall have on-site fuel absorbing material capable of absorbing a minimum of 60 gallons of diesel/gasoline or other hazardous waste. 4. Task Four a. Demobilization and Removal of Generation System: The Contractor shall be responsible for providing orderly removal and transportation of generation system from FEMA sites. Restore site disturbances created from the installation and operation of generator system to the pre-installation stages, to extent applicable and reasonable. In case of fuel spill, the contractor is fully responsible for restoring contaminated sites to meet all applicable local, state, and federal clean up standards b. Deliverable Four (1) Deactivation and removal of complete power generation system from FEMA site within specified time unless otherwise exempted by the authorized FEMA COTR or CO. (2) Restoration of contaminated site(s) due to the contractor?s negligence and failure to comply with governing applicable environmental regulation. The clean up standard shall meet all applicable local, state, and federal regulatory standards. Minimum Contractor Experience Requirements Minimum contractor capabilities must include documented evidence of capability and expertise in all of the following areas: 1) Specialized experience of the firm and of key personnel in project management support during emergencies; 2) Demonstrated capability and expertise to provide all necessary equipment for fully engineered mobile power generation and distribution system; 3) Logistical and a network of vendors to cover all 50 states and territories; 4) Capability to provide qualified engineers and technical support staff on-site within 72 hours; 5) Ability to sustain smooth operations and provide additional surge and redundant capabilities; and 6) Demonstrated past performance on contracts of comparable size, type and complexity, with government agencies and/or private industry in terms of: a) cost control; b) quality of work, c) compliance with performance schedule and d) flexibility and responsiveness in dealing with a fast-paced and ever-changing environment and set of requirements. Submittals must include references: names, titles, affiliations, e-mail addresses and phone numbers. Firms with these capabilities who are interested in performing the proposed effort are invited to submit one original and 4 copies of complete information to the procuring office identified in this notice within fifteen (15) calendar days from the date of this notice. Information furnished should include: 1) the number and professional qualifications of the personnel to be assigned to the contract; 2) company experience related to the proposed project; 3) any other information that demonstrates the minimum capabilities listed above. This synopsis is intended for information and planning purposes only and the government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received indicates that none of the responding firms has the necessary capabilities to meet the government?s requirement.Submissions sent via e-mail or fax will be accepted as well.
