Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Subpart 12.6. This announcement constitutes the only solicitation and is issued as an RFQ. The Department of State makes continuing efforts to increase racial and ethnic diversity into its workforce. To enhance these efforts, the Department desires to encourage qualified minority candidates to pursue State Department careers through participation in summer intership programs. The Department intends to award two purchase orders with the following criteria. Purchase Order 1 Purpose: To enhance diversity by encouraging African American students to pursue careers with the Department of State. Targets students from Historically Black Colleges and Universities (HBCU). Requirement: approximately ten interns for approximately ten weeks between May and August 2006. Students must be entering their junior year of college, at a minimun, and must be continuing students (i.e. must be continuing their studies in the semester immediately following the completion of the internship) Students must be U.S. citizens. Purchase Order 2 Purpose: To enhance diversity by encouraging Native American students to pursue careers with the Department of State. Requirement: approximately three interns for approximately ten weeks between May and August 2006. Students must be entering their junior year of college, at a minimum, and must be continuing students (i.e. must be continuing their studies in the semester immediately following the completion of the internship). Students must be U.S. citizens. Offerors should provide the following information, at a minimum, in their response: description of their program; eligibility requirements for student participants in their program and selection process; services provided to participants; and, cost/fee structures for both student applicants/participants and for the the Department of State. For both purchase orders, award will be made to the offeror(s) representing the best value to the government based on the following criteria: (a) demonstrated ability to provide highly qualified, diverse candidates; (b) level of financial support provided to the students to enable them to participate in an intership program; (c) cost. Responses should be e-mailed to gmansfield@state.gov and should be recieved no later than 2:00 p.m. EST, April 13, 2006. Quotations received after this date and time will not be considered. FAR clauses 52.212-1, Instructions to Offeror/Commercial; 52-212-3 Offeror Reps and Certs/Commercial Items and 52.212-4 Contract Terms and Conditions/Commercial Items apply to this acquisition. The following FAR provisions and clauses apply to FAR clauses 52.212-5 (52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-37 and 52.232-34).
