Invoices will be paid by Government Purchase Card (GPC).(end of cl ause). 52.212-2 EVALUATION-COMMERCIAL ITEMS (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in order of importance form most to least, shall be used to evaluate offers: (i) Training(military combative training, training with non-conventional/SF units); (ii) Experience(10 years martial art, assignment to SF/non-c onventional units, military combative discipline experience); (iii) Past Performance (evaluations, references); (iv) Technical Skill(minimum of 5th degree black belt necessary, certifications); and (v) Price. (b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obliga te the Government to exercise the option(s). (c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror wit hin the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months . ADDENDUM TO 52.222-42 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor(29 CFR Part 4), this clause identi fies the classes of service mployees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed b y the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332. THIS STATEMENT IS FOR INFORMATION ONLY: IT IS NOT A WAGE DETERMINATION Employee Class Monetary Wage-Fringe Benefits GS 1712-10 Instructor $21.30 per hour (end of clause). PERFOR MANCE WORK STATEMENT SPECIFIC REQUIREMENTS: SCOPE-OF-WORK. The Contractor shall provide instruction on hand-to-hand combative training to Soldiers of the 10 SFG(A)at Fort Carson, CO, for a 12-month period beginning May 01, 2006 to April 30, 2007 with o ne option year beginning May 01, 2007 through April 30, 2008. The desired end result is for the Soldiers assigned to the 10 SFG(A) to develop an offensive, non-sport fighting, instinctive hand-to-hand skill set. This training will not be primarily defensiv e in nature and will be an extreme form of physical and environmental domination enabling Soldiers to gain a decisive advantage against multiple assailants. The instruction for 18 Series Soldiers will focus on providing a predetermined skill set in which t hese Soldiers will be able to provide train-the-trainer expertise to their unit personnel. Additionally support Soldiers assigned to the 10 SFG(A)will be offered this training to obtain a survival fighting skill set to enhance overall survivability and unit readiness. Lethal, skeletal breaking and mechanical compliance techniques will be instructed. The program of instruction will provide a basic, intermediate and advanced skill set. The intermediate and advanced sections of training will provide for mis sion related training and mission related scenarios. Techniques taught in the basic course must be applicable and used as a foundation for the advanced course. All skill sets instructed must be executable in full ballistic and protective equipment and appl y to combat and non-combat environments. Techniques must be executable when the Soldier is fatigued and operates in limited visibility. All students will receive instruction blocks in both basic and intermediate skill set before instruction in advanced tec hniques. The contractor will coordinate during the last week of each month directly with unit training sections to develop a monthly hand-to-hand combative training plan. This developed training plan will be provided to the Contracting Officer Representati ve(COR)overseeing the contract no later than the second working day of each month for the same month. Class times will be scheduled between the hours of 0600-1500 hours, Monday through Friday, excluding federal holidays. Training will occur in facilities p rovided by the government. Class sizes will range from 6 to 25 participants per class. Maximum participants in one year will not exceed 600. The contractor is required to provide testing of students before they will be permitted to advance to the next phas e of training. The contractor will provide the COR a written test and evaluation plan. The contractor will maintain record of student performance for view by the COR and the command. ACCREDITATION: Instructors shall possess a minimum of 5th degree Black Be lt through an international Martial Arts Federation in the respective Art. This ranking substantiates the instructors advanced technical ability and demonstrated knowledge. A minimum of 5th degree black belt in KENPO is preferred. KENPO is the martial art identified by the 10 SFG(A)that most closely meets the overall technique criteria. INSTRUCTIONAL EXPERIENCE: Contractor instructors are required to be an occupational Martial Arts Instructor. This requirement ensures the instructor competence in translat ing his or her physical skills into a learnable skill set for a large and diverse demographic. This is a critical requirement in ensuring the instructor possesses the ability to shape training plans and techniques that meet the demands of current operation al and environmental conditions our Soldiers face. The 10 SFG(A)does not have the time or desire to train instructors in how to teach techniques and build scena rios to prepare our Soldiers for current combat realities. OPERATIONAL SECURITY: Instructor(s) will be required to undergo a National Agency Check(NAC), receive a favorable NAC rating and sign a non-disclosure statement. The contractor will not be allowed to use any association with the 10 SFG(A) or Army Special Forces in any advertisement. REQUIRED TECHNIQUES: The 10 SFG(A) COR will evaluate the instructors ability to perform all required hand-to-hand fighting system techniques, mission focus applicabili ty and instructional capacity. At the completion of each course each Soldier will be instructed and required to demonstrate(contractor maintains written test/evaluations)a fundamental skill set comprised of: (a)Disarming assailant of knives, pistol and ass ault weapon from a standing and kneeling position. Techniques will allow acquisition of weapon and combine instantaneous elimination of assailant threat. (b)Retention and strikes with knives, pistols and assault weapons from standing, kneeling positions an d while the Soldier is walking. The threat must be reduced immediately both lethal and non-lethal methods are required. (c)Defensive and Offensive actions relating to hand Strikes (lethal, non-lethal application) instruction in where to strike and the resu lting effect, all hand strikes shall be applicable with the weapons retention techniques instructed. (d)Lower body quadrant kicks that break and incapacitate the threat and are performed while wearing all military equipment. They shall be performed in conf ined areas as well as open areas. (e)Fundamental kicking defense enables the Soldiers to prevent being kicked and simultaneously allows the Soldier to control the threat. (f)Breaks/Locks that are not strikes or kicks allowing the Soldier to manipulate the assailant in order to kill or subdue. The techniques must be applicable in confined spaces, work instantaneously to allow the Soldier to deal with multiple assailants. (g)Throws that allow the Soldier to eliminate a threat if attacked from behind or initia te a throw to eliminate an assailant. (h)Ground fighting instruction that allows the Soldier to instantaneously gain the advantage, if he is taken or falls to the ground, so he can immediately return to his feet and will not be exposed to multiple attacker s. The ground fighting techniques shall directly relate to the standing hand and kicking techniques to reduce the complexity of the combative system being instructed and increase the Soldier ability to immediately apply the techniques. (i)Improvised Weapon s Techniques that are offensive and defensive in nature and allow the Soldier to defend against an assailant with a stick, pipe, furniture or any thing that the Soldier could face while deployed. Instruction should also cover the application of handcuffs or improvised handcuff devices and the use of batons against assailants. (j)Physical Conditioning instruction will also include activities to increase the Soldiers ability to apply the skills by incorporating related strength and endurance conditioning. T he Soldier will be able to demonstrate techniques, while wearing all standard Ballistic Protection Equipment, personal weapons and individual tactical gear. All instruction will be focused on training the Soldier to remain on his feet or to regain a stand ing position in order to compensate for equipment and the potential for multiple aggressors. All techniques must be applicable in open and confined areas. GENERAL REQUIREMENTS: INDIVIDUAL CLOTHING AND EQUIPMENT ISSUES: If required for training, the gover nment shall provide to the contractor military unique organizational clothing and individual equipment. Upon receipt of the clothing and equipment, the contractor shall assume responsibility and accountability of these items. The contractor will be respons ible for acknowledging receipt and returning these items upon completion of the contract. TRAINING EQUIPMENT: 10 SFG(A) will supply all necessary equipment for program execution and designated areas for combative training. IDENTIFICATION: The Government shall provide the contractor with any necessary identification cards and identification tags. ADDITIONAL REQUIREMENTS: CONTRACT MANPOWER REPORTING REQUIREMENT The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address Https://contractormanpower.army.pentagon.mil. As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each Government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring fi les from a contractors system to the secure web site without the need for separate data entries for each required data element at the web site.
