Description
The Naval Facilities Engineering Command (NAVFAC), as executive agent acting on behalf of the Commander Navy Installations Command (CNIC), seeks contractor support for the Navy?s Enhanced Use Leasing (EUL) Program. Under 10 USC 2667, the Navy has the authority to enter into long-term leases with the private sector for certain of its properties, and receive ?in-kind consideration that can be used for: maintenance, protection, alterations, repair improvement or restoration of property; construction or acquisition of new facilities; facilities operations support; and provisions of other services. The program seeks to maximize the financial value of the properties and leverage that value with private sector expertise to offset the cost of ongoing operations or obviate the need for capital investments. CNIC and NAVFAC, with input from various Navy Regions, have developed a candidate list of potential EUL installations and parcels nation-wide. The candidate list reflects those parcels that in the Navy?s view have development potential and may be of interest to the development community. This information will be provided with the solicitation. It is anticipated that the government will award a firm fixed price, IDIQ contract for a base year with four one-year options NTE $10M. The following is a brief synopsis of the statement of work for Phase I and Phase II. PHASE-1 Economic/Market Analysis Feasibility Study. This study will evaluate the development potential of each parcel and the potential return to the Government. The Contractor will (a) test the Government?s concept for development, if one is identified, of the parcels against market conditions considering the Government?s financial objectives, or (b) conduct a market analysis of the parcel for Government consideration. In both scenarios the contractor will observe Government guidance on uses consistent with the mission of the host installation. If applicable, the contractor will also identify refinements to the Government?s concepts or alternative project concepts that may improve upon the Government?s concept. To complete this task, the Contractor will be guided by the procedures from the Uniform Standards of Professional Appraisal Practice (USPAP) and the Uniform Standards of Federal Land Acquisitions. The objective of the study is to assist the Government?s understanding of the development potential of the parcel(s) in order to shape developer solicitations so as to maximize return to the Navy and ensure maximum opportunity for creativity in the proposal. The study will investigate the relationship between the demand for and the competitive supply of comparable development opportunities in the market area. In establishing demographic factors such as population and employment trends, employment base and income will be investigated and considered. The overall market will then be evaluated, based upon the Contractor?s research of the local and regional markets, using current information with regard to available rental prices and absorption for the suggested use(s) of the property. The Contractor will brief the results of the Phase 1 analysis to the EUL Management Team. PHASE-2 Task 1: Preparation of Notice of Intent to Lease; Task 2: Plan and Host Industry Forum; Task 3: Information Management Support; Task 4:Assistance in Evaluation of Proposals; and Task 5: Business and Leasing Plan Development Assistance. Proposal evaluation will be based on technical, past performance, and cost/price. Complete information regarding evaluation factors will be provided in the solicitation. The government anticipates issuing the solicitation on/about 19 April 2006 via http://esol.navfac.nav.mil/ There will be a pre-proposal conference on Wednesday, 26 April 2006 at 9AM at the Catering and Conference Center (Bldg. 211) at the Washington Navy Yard. Each individual attending will need to provide Ms. Robinson with the following information in order to obtain access to the base: Individual?s name, name of company, approximate time of arrival, and the building you will be going to. The conference center has been reserved for three hours but is not expected to last that long. Additionally, each attendee will be required to present valid identification upon entry.
