Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for the U.S. Joint Forces Command. Specifically, it is intended to procure engineering, technical and integration services in support of individual unmanned aerial vehicle (UAV) and sensor systems for a series of ISR experiments, Extended Awareness, that are focused on developing better integrated, time responsive ISR operations in support of identified joint warfighting needs. The services to be provided will include technical integration, experimentation and flight support services. This procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Boeing Company/Insitu Group, Seattle, WA; Shotspotter, Inc., Mountain View, CA; and BAE Systems, Washginton, DC for the required services. Each of these firms is the original equipment manufacturer (OEM) and the only source with the requisite expertise, technical data and qualified personnel of the UAV and sensors specified below that will be required to plan and execute the series of experiments. The Boeing Company/Insitu Group is the OEM for the Scan Eagle UAV; Shotspooter, Inc. is the OEM of the acoustic gunshot detection system sensor; and BAE Systems is the OEM of the Talon Radiance hyperspectral sensor. Contractor support will be required during the period from June 1 through September 30, 2006. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for proposals. However, the Government will consider information received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS Code is 541330 and the small business size standard is $25,000,000.00. Numbered notes 22 and 26 apply.
