- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued by NASA Ames Research Center as a Request for Quotations (RFQ) for a new Image Generator and Display System. The new system will replace an existing system currently in use at the NASA Ames Research Center Simulation Laboratories (SimLabs), Vertical Motion Simulator (VMS) facility. The VMS is a high fidelity six degree of freedom motion simulator stand-alone facility with the ability to rapidly prototype any aspect of a simulation, including, but not limited to, real time host computer interfaces, flight deck graphics systems, out the window image generation systems, cockpit controls, cueing devices and high fidelity motion. The VMS is currently equipped with an Evans & Sutherland Image Generator (ESIG) and XKD 8000 Monitor display systems. The ESIG was installed in 1993 and the displays are of the same vintage. Offerors shall address and verify technical compliance with each of the IG and Display System requirements and describe in detail how their proposed system(s) meet these listed requirements. The proposed system(s) shall deliver visual image fidelity with a level of detail and clarity approaching that of calligraphic quality. The Government will consider both new and demonstrated equipment. Demonstrated equipment is equipment that has been used for demonstration purposes and for all practical purposes is new but cannot be sold as new. Demonstrated equipment shall have the same warranty as new equipment. The specific technical requirements for this RFQ are attached to this announcement as (1) VMS Image Generation System Requirements (Attach 1); (2) VMS Display System Requirements (Attach 2); and(3) RFQ Pricing Template (Attach 3). The provisions and clauses in the RFQ are those in effect through FAC 05-07. The NAICS Code and the small business size standard for this procurement are 334119 and 1,000 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. The estimated budget for this purchase is between $750K and $1.5M. The following NASA FAR Supplement (NFS) clauses are applicable: NFS 1852.215-84, Ombudsman, (Insert: Lewis Braxton (650)604-5068); NFS 1852.223-72, Safety and Health (Short Form) (April 2002; NFS 1852.237-73, Release of Sensitive Information (June 2005). Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: Warranty, Delivery, and Maintenance, shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (SEE FAR 52.217-4, Evaluation of Options). Resulting Purchase Order may include FAR 52.217-7, Option for increased Quantity ? Separately Priced Line Items (March 1989), Insert ?3 Days? Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
