Description
Ames Research Center (ARC) has requirements for Thermal Protection System (TPS) materials and design concepts in support of heat shield development for the Crew Exploration Vehicle (CEV). The CEV is expected to serve as the primary manned space vehicle for the United States following retirement of the Space Shuttle. Its requirements include the ability to service the International Space Station as well as missions to the moon and eventually to Mars. The heat shield provides the essential thermal protection during CEV return to Earth from these missions. The NASA CEV TPS Advanced Development Project (ADP) at ARC is responsible for the advanced development of TPS design concepts and engineering in support of the CEV project. On November 23, 2005 NASA Ames issued separate purchase orders to four contractors as a result of the TPS Phase I full and open competition on Ames solicitation number NNA05128299Q-AMD. These awards required the delivery of unique and proprietary TPS material coupons for arcjet and flexural load testing. Furthermore, NASA Ames is currently planning the second phase of this procurement which will also be conducted as a full and open competition (see Ames solicitation number NNA06145270R). In the meantime, the TPS ADP has determined that additional quantities of Phase I material coupons are needed for continued testing and analysis. NASA/ARC intends to purchase these proprietary materials from Applied Research Associates (Phen-Carb materials), Boeing (PICA materials), Lockheed Martin Space Systems (Advanced Carbon-Carbon with Calcarb materials), Textron Systems (Avcoat 5026-39 materials), and Textron Systems (3D-Q/P-HD/LD (Dual Layer) materials) in accordance with the requirements of FAR 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source. These orders will be issued to the above contractors as modifications to the current purchase orders. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. Pacific time on April 17, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
