Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information in this notice. This announcement constitutes the only request for quote (RFQ); quotes are being requested under HR0011-06-Q-0003 and a written solicitation will not be issued. This procurement is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 721110 and the business size standard for being considered small business is $6,000,000.00. This synopsis/solicitation is for corporate temporary housing within one-half mile of the Defense Advanced Research Projects Agency (DARPA), 3701 N. Fairfax Dr., Arlington VA 22203-1714. (Requirements further outlined below.) Base period of performance commences 1 June 2006 and continues for one year until 31 May 2007. The contract resulting from this synopsis/solicitation shall also include four one-year options to extend the period of performance. INSTRUCTIONS TO OFFERORS: Offerors may submit electronic and/or hard copy proposals. Submit electronic offers to the Contracting Officer, Kristen Huff Fuller at kristen.fuller@darpa.mil no later than 4:00 p.m. EDT Monday, May 1, 2006. Hard copies may be mailed to Defense Advanced Research Projects Agency, Attn: Kristen Huff Fuller, DARPA/CMO, 3701 N. Fairfax Dr., Arlington VA 22203-1714; HOWEVER, hard copy proposals must be received no later than the aforementioned closing date/time in order to be considered. If submitting by hard copy, the offeror shall submit one original and one copy of the proposal. Proposals shall be typewritten and segregated into three Volumes: Technical, Price, and Past Performance. The Technical Volume is limited to five 8.5 x 11 pages; however, it may be supplemented by advertising literature and brochures as well as reference to the offeror?s website, if said site includes details, photos, etc. of the proposed facilities. Price shall be submitted in a separate volume from the Technical proposal and is not page limited. The price proposal shall include the following: (1) Per day and per month costs per person for the lodging specified in the Requirements below and (2) Completed copy of FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items. All proposed prices shall not include tax, since DARPA as a federal government agency holds tax exempt status. The Past Performance Volume is limited to five 8.5 x 11 pages. The offeror shall provide information about not more than five of their previous/current contracts that are relevant to the requirements of this solicitation. In order to be considered relevant, the services must have been provided within the last 5 years. The more closely the previous/current services match the solicitation requirements in terms of the range of services provided and the amount of service provided, the more relevant the contract will be considered. The offeror?s past performance information must include the following information on each contract: (a) The contract number, (b) The type of installation and products provided, (c) Location(s) of installation provided, (d) Dates of installation provided, (e) Name, organization, and telephone number of VERIFIED points of contact at the entity for whom services were provided. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certification ? Commercial Items with their quote as provided herein. INTENT TO AWARD WITHOUT DISCUSSIONS. The Government intends to evaluate all offers received and award a contract without conducting discussions; therefore, the initial proposal shall conform to the solicitation requirements and should contain the best offer from a technical and price standpoint. However, the Government reserves the right to conduct discussions to maximize the Government?s opportunity to obtain the best value. AMENDMENTS. Amendments will be posted to the web site http://www.fedbizopps.org. It is the offeror?s responsibility to check the web site periodically for any amendments to the solicitation. All amendments must be acknowledged when submitting offers. REQUIREMENTS. Defense Advanced Research Projects Agency (DARPA) has the requirement to provide billeting for military officers and senior civilians participating in the Service Chiefs? Intern Program. 1. Background: DARPA?s Service Chiefs Program is a joint program between DARPA?s Director, the Chief of Staff of each Service, and other selected government agencies. Under the program, each Service and Agency details young, talented officers (and civilians) to DARPA as interns on a 2 to 3 month basis to give them an in-depth look at DARPA?s programs and way of doing business. The interns also help DARPA?s program managers better understand existing military capabilities and combat operations. Memorandums of Agreement have formalized the benefits and responsibilities for this program, including the agreement that DARPA would fund the program while the interns were stationed at DARPA for the period of their internship. 2. Description/Scope/ Objective: The objective of this solicitation and any subsequent contract and/or delivery orders is to provide temporary lodging to the individuals participating in the Service Chiefs? Intern Program at DARPA. The contractor shall provide furnished one bedroom/one bath and two bedroom/two bath apartments for the interns and fellows to occupy. The units shall be rented on a monthly basis and provide a full kitchen with dishes and cookware, linens and towels, utilities, cable, telephone, parking, high speed internet capabilities, washer and dryer facilities, and be within walking distance (no more than one-half mile) of DARPA, 3701 N. Fairfax Drive, Arlington VA 22203-1714. 3. Approach/Methodology/Tasks: The contractor shall provide the facilities, management, supervision, materials, supplies, equipment and other accommodations as necessary to carry out the requirements of this contract and subsequent delivery orders. The contractor shall specifically make available each month a minimum of two two-bedroom/two bath furnished apartments and one one-bedroom/one bath furnished apartment and a maximum of five two-bedroom/two bath furnished and two one-bedroom/one bath furnished apartments. Specific requirements for these furnished apartments are as follows: (a) Multiple two bedroom/two bath and one bedroom/one bath furnished apartments (minimum queen size bed in each bedroom), (b) Unit(s) must include kitchen facilities, (c) Contractor must only invoice for apartments actually occupied, (d) Must include all utilities, telephone, basic cable/satellite television, etc. in monthly rental price, (e) Must have at least 1 parking space per renter available, (f) Must provide high-speed internet capabilities, (g) Must provide all kitchen needs: pots, pans, dishes, plates, silverware (minimum 4 place settings), (h) Must provide linens: sheets and towels (minimum two sets), (i) Must be located within walking distance (no more than one-half mile) of DARPA, 3701 N. Fairfax Dr., Arlington VA 22203-1714, (j) Must have washer/dryer facilities on site, (k) Housekeeping services are required upon occupant checkout only. A vacuum cleaner will be provided in each room, (l) The rate per individual charged by the contractor must not exceed current local lodging per diem rate in accordance with the Department of Defense Joint Travel Regulations (JTR/JFTR), (m) Must accommodate afterhours check-in and check-out. The Government?s POC will notify the contractor at least 30 days in advance of the next month?s occupancy requirements, to include occupant(s) name and organization. Accommodations canceled 10 days or more prior to expected arrival shall not be billed to the Government. The Government will only be charged for accommodations canceled within 10 days of expected arrival if the contractor is unable to find other occupants for such accommodations. In such a case, the Government?s liability is limited to one week?s rent. Contractors will be paid directly by the Government for the requirements specified in delivery orders made against this contract, not by the occupant. All other charges above and beyond those expressly called for in this contract, including any damage to the apartment, shall be at the occupant?s own expense and be billed directly to the occupant. No pets shall be permitted in the apartments rented under this contract. Orders and payment for each month?s lodging shall be accomplished through the Government?s Purchase Card (GPC). The procedure for placing a delivery order with the contractor will be an oral order placed by DARPA?s Government Alternate Billing Official or the GPC Holder and followed up with a written order from the Contracting Officer. Orders shall be placed monthly. 4. Contract Administration: Contractor POC: The contractor shall identify an individual within its firm who is authorized to negotiate on their behalf and bind the firm contractually. This person?s name and contact information shall be incorporated into this paragraph at contract award. Government POCs: Contracting Officer (CO): Kristen Huff Fuller, DARPA/CMO, (703) 696-7579. The CO has overall responsibility for solicitation, negotiation, award, and administration of this contract. Only the CO can amend, modify, or deviate from the terms and conditions called out in this contract. The responsibility for issuing delivery orders that do not exceed $25,000 under this contract has been delegated to the DARPA Government Alternate Billing Official or the GPC Holder. Such orders are placed and payment is made by GPC transaction. Contracting Officer?s Representative (COR): Mark Swanstrom, DARPA/FAD, (571) 218-4675. The COR?s responsibilities include determining the adequacy of contractor performance in accordance with contract and delivery order terms and conditions, ensuring compliance with work requirements, and reviewing contractor invoices and reports to ensure the Government has been charged correctly for the accommodations provided. 5. Deliverables: The contractor shall provide on a quarterly basis a report to the CO regarding administrative data such as the number of unit(s) used, average length of stay, time periods, costs, annual use statement, any complaints and/or resolutions to government occupants? concerns, etc. Any deliverable defined in this SOW shall be submitted under official company letterhead signed by a designated company representative. The cover letter shall include as a minimum the title of the applicable deliverable, date performed, and the appropriate contract number or order number to which the deliverable applies. Copies shall be distributed as follows: One copy to the Contracting Officer: Kristen Huff Fuller, DARPA/CMO, 3701 N. Fairfax Dr., Arlington, VA 22203-1714; One copy to the Contracting Officer?s Representative: Mark Swanstrom, DARPA/FAD, 3701 N. Fairfax Dr., Arlington, VA 22203-1714. EVALUATION CRITERIA: (1) Understanding & Availability. The Government will evaluate the offeror?s understanding of the requirement as evidenced by the offeror?s response to the requirement of this solicitation, facilities, and other accommodations as shown in the quote response. The Government will examine the offeror?s proposed quote to provide the requirements of this solicitation and will evaluate the likelihood of delivering complete, quality facilities covered by the offeror, proposed availability, location, accommodations, customer services, etc. Offeror shall include visuals of the proposed facility and/or a website address where the proposed facility/accommodations can be viewed. This information must accurately display the actual facilities that will be used in the execution of the requirement. (2) Past Performance. The Government will evaluate each offeror?s past performance of projects based upon customer satisfaction with the services provided on past or current projects. The offeror shall provide at least three references and/or current contracts for corporate housing as provided for government and/or private organizations. These references must include the name, telephone number, contract number, length of service, dollar value of contract(s) and any other pertinent information useful in making contact with the service receiving organization. (3) Price. The Government will evaluate pricing based on the total anticipated minimum and maximum cost per month. If the proposal includes cost breaks at various quantities, these will also be considered when evaluating price. ORGANIZATIONAL CONFLICTS OF INTEREST: The Contractor acknowledges that it is familiar with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest, and agrees to avoid, neutralize or mitigate such conflicts of interest in accordance with the principles set forth in the FAR.
