Description
The National Institutes of Health (NIH), National Institute of Child and Human Development (NICHD) intends to procure on a sole source basis with Wenjiang Fu to provide support for both study design and data analyses, including linear and nonlinear statistical analyses of both cross-sectional and longitudinal data with multiple continuous and categorical response variables through parametric, semi-parametric and nonparametric methods, analysis of SNP and haplotype data, analysis of RT-PCR data and microarray data. Contractor will perform intensive computation, including bootstrapping and permutation, for statistical hypothesis testing. Contractor will provide the background, statistical theory and justification for using particular methods of analyzing the data. Contractor will provide the PRB with justification and references for the method(s) used. Contractor will deliver the information in an understandable format including tabular and graphic presentations of the data and analysis results to clinical investigators. Contractor will be able to schedule meetings with the investigators at PRB within 3 hours, if needed, for discussions on statistical methods and data analyses. Contractor will make formal presentations of the data analyses and results to the investigators and general audience of biomedical research background. Contractor will utilize updated versions of software packages that contractor considers most appropriate for the type of data handled, including but not limited to SAS, Splus, STATA, SPSS, and MATLAB. The contractor shall provide study investigators with expert statistical advice to be used in all phases of conducting individual studies. This includes aiding in the statistical aspects of study design, identifying and addressing relevant statistical issues and developing a detailed analysis plan for each study so that sample size requirements, patient selection, and statistical analysis plans are in line with the study goals and schedules. The contractor shall provide expertise for data management, insight for data quality control and assurance. Contractor shall perform data analyses and prepare timely reports for statistical analyses and summaries. Advice on methods used to conduct demographic studies, access and search large databases, collect, manage and analyze data relevant to clinical research studies, clinical trials and large scale of genetics / genomics studies using appropriate data management tools and statistical methods is required. Contractor shall advise on the design and administration of large and complex database pertaining to baseline information and serial visits of subjects for large longitudinal studies, and design and administration of large SNP and haplotype data in perinatal research. Upon preliminary discussion, Contractor shall also provide an estimate of the timeline of when the statistical analysis and summary can be completed. Contractor will also assist in statistical aspect of presentation/abstract/manuscript preparation, if required. Work is to be performed by Contractor both at the PRB site at Wayne State University and at Contractor?s own location. To function effectively, the PRB will hold frequent meetings input from, and collaboration with, its Cooperative Group partners and other stakeholders. The Contractor shall attend in-person onsite monthly meetings organized by the head of PRB or his designee at the PRB premises, for an overview of the conduct of the project. In addition, the Contractor shall organize and coordinate in-person weekly meetings (preferably on Fridays) on methodological and statistical issues of the project in collaboration with the PRB project director or designee. The Contractor should be a member of a task specific panel made of all consultants that offer statistical advice and reviews about all aspects of PRB statistical operations. Areas in which this task-specific panel would be of value include, study design, data management and analysis, and interpretation of results. This panel will primarily meet every week in person, although the PRB may elect, in addition, to host conference call meetings to minimize costs for in-person meetings. By Authority: 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 22 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
