- Under the authority of 38 U.S.C. 8151-8153, the VA Medical Center located at 800 Irving Avenue, Syracuse, NY 13210 seeks full and open competition for the award of a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract for commercial items. The services to be provided are Radiological (professional component only) at the VAMC for the period from July 1, 2006 through and including June 30, 2007. The first (and primary) purpose of this contract is to provide Cardiovascular Interventional Radiology (CVIR) services. This shall include Radiologists, Nurse Practitioners, or Physician Assistants being available for duty during the normal workday as well as providing emergency call coverage during periods outside the normal workday. The Contractor shall provide service to evaluate each and every case referred to the Contractor by VA Imaging Service for the specialized diagnostic groups that shall be identified as CVIR (Cardiovascular/Interventional studies of all vessels). The Contractor shall perform, supervise, and interpret images obtaining during CVIR procedures. Workload is estimated to require 300 hours of service per year during normal workdays and 24 hours of emergency call back. The second purpose of this contract is to provide for Interventional Neuro Services (Complex Head/Neck/Spine). This shall include Radiologists being available for duty during the normal workday as well as providing emergency call coverage during periods outside the normal workday. The Contractor shall provide service to evaluate each and every case referred to the Contractor by VA Imaging Service for the specialized diagnostic groups that shall be identified as Neuro Interventional. The Contractor shall perform, supervise, and interpret images obtaining during Neuro Interventional procedures (professional component only). Workload is estimated to average four procedures per month. The third purpose of this contract is to provide for Routine Diagnostic Radiolgical Services. This shall include Radiologists being available for duty when requested by the COTR at times mutually agreeable to the Contractor. The Contractor shall interpret images for routine procedures e.g., plain films, MRI and CT (professional component only). This third service is not anticipated to be used much, if at all, during the contract term. It?s inclusion in this contract is to establish a mechanism to provide assistance as available and mutually agreed to maintain VA?s performance standards for Imaging Service in the even of extended absence of VA Radiologists or spikes in workload. This solicitation is unrestricted as to qualifying business size for competitive responses. Proposals will be evaluated on the basis of price, response capability, qualifications & experience, and past performance.
