Description
DESCRIPTION: The Nashville District, U.S. Army Corps of Engineers (Corps)has a requirement for an accredited academic institution to provide academic instruction and to develop and administer a separate part-time training program in accordance with the following 'STATEMENT OF WORK' for 12 Corps Power Plant employees at the CORPS on-site location in Hendersonville, TN. Disciplines represented include Intermediate Algebra, Pre Calculus I and II, Physics, Electric Circuits, and Transformers and Rotatin g Machines. The contractor's institution must be located within a 50 mile radius of the Estes Kefauver Federal Building located at 110 9th Avenue South, Nashville, TN,37203. NAICS Code is 611310, and the standard size is $6.M. This solicitation is unrestricted. This is a competitive solicitation which may be awarded with or without discussions. STATEMENT OF WORK SPECIFICATIONS 1. The accredited Educational Institution must be located within a 50 mile radius of Hendersonville, Tennessee. 2. The contractor will provide documentation that the instructor is certified and has experience in the required disciplines. a. Instructor's qualifications to be approved by the Nashville District Corps of Engineers. 3. The contractor shall furnish for a period of one year, on site Hydropower Training at Old Hickory Power Plant to consist of the following: a. Instructor(s), registration, testing, evaluation and instructional texts and materials for 12 hydropower students for the following courses: STARTING JUNE 12, 2006 (1) DSPM 0850 - Intermediate Algebra - 3 Credits (2) MATH 1710 - Pre Calculus I - 3 Credits (3) MATH 1720 - Pre Calculus II - 3 Credits DATES FOR THE FOLLOWING TO BE MUTUALLY ESTABLISHED BY THE GOVERNMENT AND THE CONTRACTOR Phase IB (4) PHYS 2010 - Non-Calculus Based Physics I - 4 Credits Phase IIA (5) EETH 1110 & 1115(lab) - Electric Circuits - 4 Credits Phase IIB (6) EETH 1220 & 1225(lab) - Transformers and Rotating Machines - 4 Credits 4. The Instructional 2 hours will be mutually agreed upon by the Government and the Contractor to fall between the hours of 7:00 A.M. and 3:30 P.M. each Monday through Friday, except Government holidays. 5. The Government will provide classroom, furniture, and audio-visual equipment at no expense to the contractor. 6. The Government will approve course outlines, texts, and instructional materials prior to delivery. Course outlines will be modified throughout the course, if necessary. 7. If necessary, the contractor will replace an instructor that is unable to maintain discipline, meet instructional objectives, or if Government Supervisory Personnel determine that the instructor's behavior is inappropriate. 8. The contractor will, for Government approval, administer final examinations at the conclusion of each course. Examinations, complete with detailed solutions, become the property of the Government. In the event of trainee failure, the instructor will p rovide additional instruction and remedial evaluation. a. If necessary the Government may require instruction for two hours per day for ten (10) days after the class has ended, for tutor assistance should any of the trainees fail to pass the NSCC final exam. The instructional 2 hours will be mutuall y agreed upon by the Government and the Contractor. b. Extra instructions for tutoring to be provided at additional cost to the Government and to be negotiated at the time services are to be rendered. 9. The contractor will complete and submit at mutually agreed upon times, course outlines, detailing content, texts, materials and methods for each of the phases. These outlines become the property of the Government. 10. The instructor(s) will attend, at no additional expense to the Government, not more than Two (2) Training Committee meetings at times determined by the Government. The contractor shall have the right to have additional represe ntatives present at such meeting. The purpose of these meeting is to continue development of the Corps Training Program and evaluate and modify content, as necessary. 11. The contractor will notify the Government in writing at least 15 calendar days prior to any changes affecting contract performance. 12. The instructor(s) agree to comply with al safety and security requirements while on Government property. 13. Copies of course outlines, tests, reports, and other materials will be filed in the office at the Educational Institution. 14. Representatives from the Contractor and the Government will meet periodically to review course progress. 15. Weekly reports from the instructor(s) to the Government will include accomplishments and efforts of students on a 1-100 scale. Copies will be furnished to the U.S. Army Corps of Engineers, ATTN: Chief, Hydropower Section, PO Box 1070, Nashville, TN 37 202-1070 and a copy is to be retained by the Educational Institution. 16. Price to include daily mileage between educational institution and Old Hickory Power Plant, Hendersonville, Tennessee. 17. The Educational Institution will comply with Titles VI and VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, Executive Order 11246, the ADA and the related regulations of e ach. The institutions further agrees that it will not discriminate against any individual, including, but not limited to, employees or applicants for employment and/or students, because of race, religion, creed, color, sex, age, handicap or national origi n. Interested parties should be registered in the Central Contract Registration (CCR) at www.ccr.gov to be considered for award. Award will be as a whole to the offeror whose proposal is considered to be the most advantageous to the Government. Award will not be based entirely upon price, but will also be subject to the following in descending order: 1. Program Administrator, 2. Quality of Proposed Program, and 3. Organization-Experience/Capability with similar programs. Award will be made prior to 15 May 2006 with training to commence on 12 June 2006. Quotations shall include information corresponding to the required service which demonstrates the capabilities of the offeror's ability. All responsible sources may submit a quotation which will be considered by the agency. Responses shall include litera ture, brochures and other such information in order to determine the ability to meet the above stated capabilities. The following factors shall be used to evaluate offers: 1. price; 2. technical capability of the item(s) offered to meet the Government re quirement; and 3. past performance.
