Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basic citing 41 U.S.C. 253?(1) with the NADA Official Car Guide Company. The Contractor shall provide the Bureau of Economic Analysis (BEA) on an annual basis Price and Quantity Data for the Estimation of Used Cars and Used Light Trucks. The Contractor collects and analyzes auto-related transactions from automobile manufacturers, new and used car dealers, major newspapers and over 140 auctions nationwide. This information is used to process economic trends, location, weather seasons, environmental concerns and government changes. The data to be provided under the contract in a continuous time series includes total car sales; average car price; total light truck sales; average light truck price; total dealer sales; total manufacturers sales and other related data. The Government anticipates the award of a firm fixed priced purchase order with a twelve month base period and three twelve month option periods. This acquisition will be conducted utilizing the procedures Federal Acquisition Regulations (FAR) Subpart 12, Commercial Acquisitions. A formal Request for Quotation is currently not available. The NAICS Code is 511140, with a Size Standard of 500 employees. All responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses or questions resulting from this notice may be submitted via email to alisa.r.seawright@noaa.gov no later than 3 p.m. Eastern Standard Time on the closing dated posted. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. Reference: BA543200600057 in your response.
