Description
The contractor shall provide technical assistance and training that support Teacher Incentive Fund (TIF) grantees in developing and implementing performance-based teacher compensation systems. The contractor shall also provide administrative assistance to TIF program staff. The contractor's work shall create a Center that serves as a national resource for information about and expertise in the reform of teacher compensation systems. These services will ensure that federal funds help to improve teacher compensation systems. The purpose for this Request for Industry Comment (RFIC) is to solicit information from vendors regarding the tasks described in the attached Statement of Work (SOW). The Department of Education's (ED's) acquisition strategy is to conduct a full and open competitive procurement. In formulating the acquisition strategy, ED is seeking industry expertise to evaluate the feasibility of this procurement as well as provide any comments or suggestions that may help to better define the objectives of this procurement. In particular, ED would greatly appreciate your comments and suggestions concerning the following: Can your firm accomplish this extensive type of procurement and provide all the required expertise within the required timeframes? Please feel free to comment on any other aspect of this procurement. The Government is receptive to innovative, creative solutions and thanks you very much for your assistance. Please submit your suggestions, comments and responses electronically via email. THE PRESOLICITATION BIDDERS CONFERENCE WILL BE HELD ON Tuesday, April 25, 2006 from 10:00 AM - 12:00 NOON (EST) at The U.S. Department of Education; Potomac Center Plaza; 550 12th St., SW; Washington, DC 20202-4210. To attend the conference, email your RSVP to Alice.Mihill@ed.gov and Sylvia.Reid@ed.gov no later than April 19, 2006. Please provide the following information for each attendee: 1. Name of participant; 2. Nationality if other than a U.S. Citizen; and 3. Government employee or civilian. Participants must have one of the following forms of ID: valid State drivers license, passport, school issued ID, or Government ID. DISCLAIMER: This RFIC is being issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFIC or to otherwise pay for information received in response to this RFIC. All information received in response to this RFIC that is marked "Proprietary" will be handled accordingly. Responses to the RFIC will not be returned. Information provided in response to this RFIC will be used to assess alternatives available for determining how to proceed in the acquisition process. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFIC are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFIC.
