DESCRIPTION The goal of this RFI is to identify currently available intelligent video surveillance systems that can be used for facility surveillance and limited transgression detection capability to enhance security of commuter rail and heavy passenger rail (metros and subways, etc) systems. 2. NOTICE. This notice is issued solely for information and evaluation purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, Sandia National Laboratories is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at responder expense. Not responding to this notice does not preclude participation in any future RFP if issued. If a solicitation is subsequently released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor these sites for additional information. 3. BACKGROUND. Under its contract with NNSA/DOE, Sandia National Laboratories has been tasked to support the Department of Homeland Security?s Office of Science and Technology Counter-Measures Test Bed program (DHS S&T CMTB), in evaluating the effectiveness of intelligent video surveillance systems for use in commuter and passenger rail environments. Intelligent video surveillance means video surveillance that is automated and uses advanced intelligent algorithms to analyze and interpret events in real time and perform alert notification, thus minimizing the human interface. On behalf of DHS S&T CMTB, Sandia National Laboratories is requesting information concerning commercial or near-commercial intelligent video surveillance systems. 4. SYSTEM CAPABILITIES. The following minimum capabilities are required: a. Detect and classify objects and interpret events according to user defined rules. 1) Detect perimeter intrusion 2) Detect unattended or abandoned objects 3) Detect loitering b. Generate and transmit alarms. c. Operate under variable light conditions Other desired capabilities include: a. Ability to integrate the system with existing surveillance infrastructure. b. Marked Digital Video Recording (DVR) capability. c. Additional detection capability that the vendor believes might be useful in a rail environment. 5. SUBMISSION REQUIREMENTS. In order to evaluate the offeror?s system, responses must include: (1) A cover page with company name and address, with business and technical contact information to include e-mail, fax, telephone, and web page; (2) Identification of any existing federal government contracts for the system, including agency, agency point of contact, and contract or purchase order number; (3) History of sales and application of the system in rail or other relevant environments; (4) An explanation of how the device meets the technical requirements listed in this document; (5) A list of items required to support laboratory and field testing of the system; (6) System documentation, in electronic format utilizing PDF if available, to include: a. System User?s Manual, which documents i. How to install the system ii. How to use/operate the system iii. How to maintain the system b. Testing Report, which documents i. A description of all laboratory and field tests/usage to date ii. Customer references iii. Number of devices involved in tests iv. Failure rates v. Duration of tests/usage experiences (7) An itemized list of costs for: a. Hardware and software b. Equipment installation and setup c. Documentation All responses (one response per company) are to be provided on company letterhead and limited to eleven pages (exclusive of the system documentation listed in item (6), above). All data received in response to this RFI marked or designated as business confidential or proprietary will be fully protected from release. Responses must be submitted via email. All packages submitted electronically or by electronic media shall be free of any computer virus. If a virus is found, the package will be destroyed and a replacement will be requested. Response to this RFI must arrive in this office no later than 5:00 pm (PDST) on April 28, 2006. 6. POINT OF CONTACT.
