Description
The National Institutes of Health (NIH), National Institute of Child and Human Development (NICHD) intends to procure on a sole source basis with Carol Tippery to provide consultant services to conduct an evaluation of NICHD grants management operations (relying on existing information, including results from the Grants Management Branch (BMG) audit findings (Paylist Development) and the consultant?s own professional judgment), propose options for changes in how GMB business is conducted (e.g., structure, functions, business processes, use of automation), conduct training sessions on grants management policies and procedures for grants management specialists and health scientist administrators, and serve as an expert advisor and otherwise assist in a variety of activities (e.g., preparation for the next two NICHD Council meetings; evaluation of applications for staff positions, including interviewing candidates; orienting new staff; completing work in a quality manner on time). The Contractor Requirements are as follows: Deliverables for Task: Several reports are intended to assist NICHD in determining and implementing the appropriate model for delivery of grants management service by NICHD. The following final reports will be submitted to the Special Assistant to the Associate Director for Administration: 1) Proposal regarding Use of Consultant Time (i.e., based on the understanding of direction from OD, propose how we can best utilize the services, including a proposed schedule for deliverables); 2) Suggestions regarding Content of GMB Branch Chief FY06 Performance Plan (including work with other Office of Administrative Management Components, as appropriate); 3) Assessment and Recommendations for Change in GMB Structure and Functions (to include recommendations concerning the organizational structure, functions and services, and suggestions for any staffing modifications that may enhance the quantity and/or quality of the grants management services provided to the NICHD); 4) Evaluation of Grants Management Operations (to include recommendations, concerning and in the context of the NICHD BSC results, regarding business processes and the use of automation, including recommendations regarding administrative supplements); 5) Training (including a training plan and training and orientation documents, with the expectation that such training documents may be placed on the NICHD intranet site, called the Insider). Meetings: The contractor shall be available to meet with the Director, Deputy Director, Associate Director for Administration, Deputy Associate Director for Administration, Chief GMO and other NICHD staff as requested by the staff members, to discuss any or all aspects of the work. Travel may be necessary to meet with grantee business officials. By Authority: 41 U.S.C. 253 (c) (1), as set forth in FAR 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 22 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
