- This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through February 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-08. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120 with a small business size standard of $6.0 million. The Cataloging Section, National Library of Medicine (NLM), requires professional services for acquiring core or copy-cataloged bibliographic records for English language print monographs. The project entails core or copy cataloging for a minimum of 450 and a maximum of 900 English language monographs. The tasks of the project to be performed by professionals include: 1) searching for available cataloging copy in outside bibliographic sources (e.g., Online Computer Library Center, Inc. (OCLC) ; (2) applying the Anglo-American Cataloguing Rules, 2nd Edition (AACR2), NLM?s Instructions for Copy Cataloging, Program for Cooperative Cataloging (PCC) BIBCO Core Record Standards and Core Bibliographic Record for Books, as well as Library of Congress Rule Interpretations (LCRIs) to descriptive cataloging and creation and maintenance of name and series access points; and 3) assigning NLM Medical Subject Headings (MeSH) descriptors and classification numbers to each monograph using the NLM Classification or, when appropriate, the Library of Congress classification schemes. NLM will supply equipment to be used during the course of the project. The work shall be performed by remote access to the NLM Voyager system, the integrated library system used by the library for the creation and editing of bibliographic and authority records. The purchase order term will be June 12, 2006 through June 11, 2007 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-06 118-UHP will be available on or about May 8, 2006.
