Description
The National Highway Traffic Safety Administration (NHTSA) is responsible for reducing the personal and property losses resulting from motor vehicle crashes. Many sources of information are needed to permit researchers to adequately measure the characteristics of the highway safety environment. NHTSA?s National Center for Statistics and Analysis (NCSA) operates a system of crash research teams; which provide detailed nationally representative statistics on motor vehicle crashes and a data base for evaluation of standards and for countermeasures design. The name of this system is National Automotive Sampling System (NASS). NASS is composed of two sub-systems, Crashworthiness Data System (CDS) and General Estimates System (GES). CDS focuses on the crashworthiness of passenger cars, light trucks, and vans which;were towed because of damage, whereas, GES collects limited data on other highway crashes in order to produce general estimates. From 1991 until 2004, CDS has included 24 Primary Sampling Units (PSUs) located in 17 states and two quality control Zone Centers. The GES includes an additional 36 PSUs located in 9 additional states. In 2005, CDS will increase to 27 PSUs located in 17 states and GES will decrease to 33 PSUs located in 9 additional states. Each PSU team collects certain information from traffic-police crash reports (PARs), which will be used to generate estimates of the nation?s highway crash experience. Crash investigations are often required in collecting information. The investigation of each case includes interviewing drivers and occupants, inspecting scenes and vehicles, reviewing official medical reports and reconstructing crash dynamics. Each contractor (two contracts will be awarded under this solicitation) is responsible for operating the crash research teams, maintaining the quality of the field research data, and providing technical guidance for each PSU within its Zone Center. This procurement will provide for continued crash research, quality control and technical guidance by Zone Centers # 1 and #2 for the Crashworthiness Data System and General Estimates System of NASS. The period of performance is five (5) years with a six (6) month transition period. Electronic copies of the RFP and any other documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site or URL for the FedBizOpps page is www.fedbizopps.gov or the GSA Electronic Posting Service at http://www.fbo.gov. It is the Offeror?s responsibility to monitor the Internet sites for the release of the solicitation and amendments (if any).
