Description
This advertisement is to notify all interested parties that Luke Air Force Base is soliciting public comment regarding the ?DRAFT? solicitation for Transient Alert Maintenance Services. Request all comments concerning Draft RFP be submitted by no later than 4:00 PM Central Standard Time (CST), 24 April 2006 via email to sharon.phillips@luke.af.mil. The Government will take into consideration any comments received by 4:00 PM CST on 24 April 2006. If appropriate, responses will be posted. Prospective offerors should indicate their intention to provide an offer as a prime contractor. No telephone questions/ comments will be accepted. Notice: This is a draft document only and additional changes may be made as necessary. The requirement is for Transient Alert Maintenance Services at Luke Air Force Base, Arizona. These services include but are not limited to: Performs preflight, thru-flight, post-flight, and end-of-runway inspections on transient F-16 aircraft (egress qualified). Service fuel, oil, hydraulics, oxygen, and nitrogen as may be required. Assists in launching and recovering 100-150 aircraft per month. Performs minor maintenance on transient military aircraft from all branches of the Department of Defense as well as civilian and foreign aircraft. Directs aircraft to the parking area and marshals aircraft into parking spot. Inventory and maintain a supply of aircraft chocks. Inventory and inspect chock boxes. Assemble grounding wires. Support local Air Show military aircraft. Procure and maintain local manufactured tools for T/A aircraft. Tow T/A aircraft and Air Show aircraft. Recover Med-Evac helicopters. Complete T/A forms including: DD Form 2026 ? Oil Analysis Request; AF Form 861 ? Transient Alert Tracking; AF Form 726 ? Transient Aircraft Service Record; AF Form 1297 ? Temporary Issue Receipt; AF Form 1800 ? Vehicle Operations Inspection Guide and Trouble Report; AF Form 1806 ? Aircraft Towing and High Reach Vehicle Operations Inspection Guide and Trouble Report; AFTO Form 349 ? Transient Maintenance Documentation? AFTO Form 350 ? Transient Serviceable/Repairable Item Tag; AFTO Form 244 ? Transient Industrial Inspection Record; Luke Form 64 ? Prior Permission Requests; and Luke Form 145 ? Customer Satisfaction Survey. Install safety pins and devices during recovery of aircraft. Ensure aircraft requiring Joint Oil Analysis Program (JOAP) samples receive them. Adhere to aircraft Technical Orders (TO) and Dissimilar Aircraft Checklist. This requirement is a 100% Set-Aside for qualifying service disabled veteran owned small business concerns. The NAIC Code is 488190; Size Standard: $6,5000,000.00. All contractors must be registered in Central Contractor Registration http://www.ccr.gov prior to award of any resultant contract. Source selection will be based on best value utilizing Price/Performance Trade-Off (PPTO). A firm fixed-price contract will be awarded.
