- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.The Government contemplates a Firm-Fixed-Price type award resulting from this announcement. The NAICS code 335129 and shall be set-aside for small business firms of 500 or less employment. The requirement award criteria shall be based upon Best Value, or lowest price technically acceptable offer. The requirement is acquire a SOLAR SIMULATION SYSTEM for the climatic facility at the US Army Test Center at Aberdeen Proving Ground, MD. The p urpose is to provide the Department of Defense with the ability to test military material, equipment and components under a variety of operational conditions where solar radiation is a detrimental factor. Design and install a solar simulation system to pr ovide compliance with current spectral definitions that include: MIL-STD 810F, DIN75-220, EPA, Telcordia and NATO. Army Test Center (ATC) will provide contractor 480 volt/3 phase electrical service. The design shall maximize the effective test envelope and minimize any adverse impact on the test item. The design shall specify the electric power requirements; contractor shall provide the required breaker or breakers and connect to electrical service panel provided by the Government. Design and install the required amount of luminary units and position them to achieve procedure I and procedure II in MIL-STD-810F. Procedure I will include diurnal simulation for the evaluation of solar heat lead and how it can affect the function of devices and equipment. Procedure II will include the simulation effects of material performance/degradation related to solar radiation. Solar array, mounting equipment and other components must have the capability to be stored long term in these environments without corrosion or damage to the system. Subject to temps between 70F and +170F, humidity environments reach 98%RH. Equipment, components and controls shall have the capability to perform solar testing in 4F to +140F chamber environments. Diurnal mounting system sh all provide directional radiation to accommodate variable test objects, surface angels and heights. Mounting system shall consider access for maintenance personnel to refrigeration fan coils installed above solar array. Solar Array shall have a PC based operator workstation to control MIL-STD-810F solar testing; shall include Geographical Software package. Software shall include the capability to meter, record and retain operating hours for each luminary unit. Provide solar intensity and solar spectrum instrumentation to monitor MIL-STD-810F compliance. Contractor shall schedule and attend pre-construction and design review meetings 30 percent and 90 percent design drawings. Contractor shall provide three hard copies and one electronic copy (CD) of man uals, wiring diagrams and operating procedures. Contractor shall provide 24 hrs of onsite solar array operation and calibration training to ATC facility personnel at the completion of all work required. Contractor shall provide 8 hrs of follow-up trainin g one month after completion of solar array installation. Contractor shall provide 16 hrs of follow-up training and operational maint 6 months after completion of solar array installation. Contractor shall provide six UV suits for facility operators and testing personnel. Performance and Operational Requirements: Solar array shall have the capability to withstand the min/max conditions of the chamber. Luminary units shall have the capability to operate during 4F to +140 solar testing and be stored lo ng term in 70F to 165F environments. Operator workstation shall provide ON/OFF control and variable intensity control for each luminary lamp in the array. Ou tput capability shall vary between 50% to 100% on each luminary unit. Lamps shall be laboratory tested and field verified to ensure compliance with MIL-STD-810F. Contractor shall provide a certification report for each bulb. Lamp life shall meet or exce ed 1000 hrs of MIL-STD-810F UV testing and 1500 hrs of MIL-STD-810F thermal testing. The testing coverage area is 30 ft x 60 ft with a target height dependant of the test object. Solar array will be installed in ATC existing chamber approximately 30 ft w x 60 ft l x 42 ft H with 6 inch insulated panels. The insulated interior panel has a stainless steel skin. Delivery shall be to Army Test Center, Aberdeen Proving Ground, MD 21005-3013. FOB is at Destination. Evaluation shall be low bidder, best value, where technical and past performance when combined are significantly more important than price.
