Description: We intend to award a sole source contract to Ray Sat Inc. 8460 Tyco Rd. Vienna, VA 22182 for a 2-way satellite designed to provide in motion communications while mounted to the roof of a vehicle. The high speed satellite must be able to function whil e a vehicle is in motion enabling the unit to establish a secure data link from any location. Due to current technology Ray Sat Inc. is the only available source for procurement. See Note 22 (any proposals must be received within 3 calendar day from the da te of this publication).
