- This is synopsis for the purchase of a high speed satellite communications link to moving vehicles independent of remote geographic areas and terrestrial infrastructure. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This solicitation constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The satel lite system will be used to provide for high-speed communications and Internet access for moving vehicles. The system should include a 2-way antenna system including outdoor unit, antenna controller, VSAT equipment, and mount and bracket implementation for vehicles. In addition, technical support for at least 5 days should be included in the quote. We are seeking antenna characteristics to receive a frequency range of 11.7-12.75 GHz and transmit a frequency range of 14.0-14.5 GHz. The system should operate off a vehicles standard 12V DC power supply. Award will be made to the technically acceptable, low price offeror. Award will be made to a single offeror. Required delivery is 30 days after award, FOB Destination, Fort Belvoir, VA (9925 Tracy Loop, Bldg 767). The NAICS Code and the small business size standard for this procurement are 334290 and 750 employees. The following provisions and clauses apply: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-4, Contract Terms and Conditions , Commercial Items. Offerors responding to this announcement shall submit their quotes via email to cara.saunders@belvoir.army.mil. Quotes must be received by 12:00 p.m. EST, on 17 April 2006.
