- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. We have a requirement to replace ageing high-speed 35mm Film Cameras (PhotoSonics Model 4CL/4E/6E) with commercial off-the-shelf high-speed digital imagers with high resolution and high sensitivity for Non-Track Systems (fixed cameras) application area. These digital imagers must accept modulated IRIG B Carrier Timing directly into the imager with time-stamp accuracy on each frame equal to or better than plus/minus 50 microseconds relati ve to exposure. Imagers shall have Gigabit Ethernet (10/100 downward compatible) for control and data transfer. The Cameras shall run at a MINIMUM OF 1000 FRAMES PER SECOND with AT LEAST A 8 SECOND record time at 1024x1024 RESOLUTION in stand-alone-mode (N othing connected except power. Images stored to internal RAM). (Note: Lower resolution B/W cameras not meeting 8 seconds record @ 1024x1024x1000fps requirements, but still capable of 8 second record time at 400,000 pixels x 1000fps recording, may be evalua ted for High Sensitivity needs for pre-dawn, bunker, and tunnel missions, if the needed higher sensitivity is provided.) Image system shall be 1.5 cubic foot in size or less. Imager shall operate unattended in a harsh outdoor environment (Imagers may be subjected to an 8 hour Heat Chamber test at 110 degrees F operated at 1K fps at 1024x1024 resolution). Each imager shall come with a minimum two-year warranty that includes repair or replacement within one week. The time period for repair and replacement is critical and any time over the one-week period will result in Liquidated Damage Clause FAR 52.211-11. Vendor shall provide schematics, maintenance and calibration procedures for camera system. Vendor shall provide maintenance training within four months of first delivery, so WSMR personnel can perform board level maintenance and calibration. Board level swaps and calibration will have no impact on warranty period. Auto Exposure feature, with shutter changes recorded shall be provided for all cameras w ithin 6 months of award. User adjustable trigger position. The ability to store image files compatible with the common file format standard Media Exchange Format (MXF) within 6 months of delivery is a preferred feature. This feature will allow for compli ance with the current version of the Motion Imagery Standards Board (MISB) Motion Imagery Standard Profile (MISP). This action is being conducted as Full and Open Competition in accordance with FAR Part 35 Research and Development Contracting. The NAICS c ode assigned is 334119 and has a size standard of 1000 employees. As prescribed by FAR 35, selection will be conducted in a two-step process. The first step will be to perform a pre-qualifying evaluation. Interested firms and/or individuals must fill out the VENDOR Imager Specification Sheet found at http://www.wsmr.army.mil/docpage/pages/sol_stat.htm and return to the Contracting Office by 4/13/2006 with current camera literature. Vendors meeting the minimum requirements must be available for a one-week t est period to provide a demonstration of various capabilities. Vendors will be given a two-week notice prior to testing of proposed cameras. A performance-based selection on the best color and B/W imagers for WSMR will result from rating the cameras accor ding to the following parameters listed in order of importance: Color Cameras: 1 Image quality (Resolution, image detail, color balance, color rendition, fixed pattern noise, uniformity, saturation characteristics). 2Light Sensitivity. 3 Dynamic range . 4 Internal Storage. 5 Download time. 6 - Features from specification sheet (Pre/Post Triggers, NTSC Image Latency, etc). 7 Field Usability (Ease of use, weight, ruggedness, reliability, etc). B/W Cameras: 1Light Sensitivity 2 Image quality (Resolution, image detail, fixed pattern noise, uniformity, saturation characteristics). 3 Dynamic range. 4 - Internal Storage. 5 Download time. 6Features from s pecification sheet (Pre/Post Triggers, NTSC Image Latency, etc). 7 Field Usability (Ease of use, weight, ruggedness, reliability, etc). The ultimate goal is to select the best digital imager and award a 4-year Indefinite Delivery Indefinite Quantity (I DIQ) contract for 4 to 45 high-speed color cameras and 2 to 20 high-speed B/W cameras in the first year. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08, dated 05 Jan 2006. Your price shall be FOB destination. Inspection and acceptance shall be at destination. We prefer to make payment by VISA credit card and prices submitted must include all applicable cost. You must be registered in the Central Contractor Registration (ht tp://www.ccr.gov/ ).
