Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement c onstitutes the only solicitation; quotes are being solicited and a written solicitation will not be issued. Solicitation number W912l7-06-T-0005 is hereby issued as a Request for Quote. This solicitation document,incorporated provisions, and clauses are th ose in effect through Federal Acquisition Circular 2005-08. The Tennessee Army National Guard has the following requirements. The North American Industry Classification System (NAICS) Code is 722110 with a Small Business Size Standard of six million, five- hundred thousand dollars ($6,500,000.00) per year. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications. Vendor should complete Representation and Certifications application at https://orca.bpn.gov/, and FAR 52-212-5 Contract Terms and Conditions Required to Implement Statutes and Executive Orders. Also the Defense Federal Acquisition Regulation Supplement (DFARS) 252-225-7036 applies. Quotes are due in this office no later than April 18, 2006, close of business four thirty (4:30) p.m. local central standard time. They shall be either emailed to Randal.Halbr ooks@tn.ngb.army.mil or sent by facsimile to 615-313-2659. Offers will be evaluated using the Simplified Acquisition Procedures outlined in FAR Part 13. The award will be evaluated on price and sufficiency of meeting the menu requirements as outlined in th is solicitation. The award will be issued to the vendor that constitutes the best value to the Government. Sufficiency shall be equal to price. Past Performance will not be an evaluation factor in this acquisition. Listed below are the requirements for t his request for quote. Contract Line Item Number 0001 Breakfast, quantity 2380 meals. Breakfast meals will be served during the period of April 30, 2006 through May 13, 2006. One-hundred and seventy (170) meals will be served for fourteen (14) days for a total quantity of two-thousand, three-hundred and eighty (2380) meals. Breakfast meals will consist of at least three menus offering a selection of one (1) meat, two (2) eggs, biscuits with gravy or pancakes with syrup, one (1) serving of orange or grape j uice, one half (1/2) pint of milk and one (1) serving of coffee. Contract Line Item Number 0002 Lunch, quantity 680 meals. Lunch meals will be served during the period of May 09, 2006 through May 12, 2006. One-hundred and seventy (170) meals will be served for four (4) days for a total quantity of six-hundred and eighty (680) meals. Lunch meals will consist of at least fifteen (15) menus offering a selection of one (1) serving of meat, two (2) servings of vegetables, one (1) serving of bread, one (1) servin g of desert and one (1) serving of tea, coffee or soda as a beverage. Contract Line Item Number 0003 Dinner, quantity 2380 meals. Dinner meals will be served during the period of April 29, 2006 through May 12, 2006. One-hundred and seventy (170) meals wil l be served for fourteen (14) days for a total quantity of two-thousand, three-hundred and eighty (2380) meals. Dinner meals will consist of at least fifteen (15) menus offering a selection of one (1) serving of meat, two (2) servings of vegetables, one (1 ) serving of bread, one (1) serving of desert and one (1) serving of tea, coffee or soda as a beverage. All meals will be delivered to a dinning facility on Fort Chaffee, Arkansas. The exact location and time of delivery will be determined after award. Any meals to be served during the unit's field training exercise shall be packaged in insulated food and beverage containers and will be transported by the Governm ent to the field traing site. Vendor shall also provide single service items, paper plates, cups plastic flateware and all condiments for the meal. In response to this solicitation, vendors should submit one price per meal for Breakfast meals, one price pe r meal for Lunch meals and one price per meal for Dinner meals. The quote shall also list an overall price indicating a sum total for all three contract line items. This overall summation will be used as the evaluation factor for evaluating price for this requirement. Vendors should also submit a copy of their proposed menu selections.
