Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement will be a firm-fixed price type small business set-aside. Contractor must possess strong technical Value Engineering (VE) expertise. Contractor must be available for frequent interaction in face-to-face meetings, whether unscheduled or scheduled, on extremely short notice. The ability to respond immediately is essential. The contractor should be able to provide independent analytical review and technical engineering advice, analytical support (in the form of training/workshop visits), staff team visits and other assistance as required. Significant previous experience with analyzing various VE programs is a must. The contractor will provided management engineering services to plan, arrange, and coordinate two VE mini-conferences, one in the Spring of 2006 and one in the Fall of 2006, each lasting one to three days, depending on the number and complexity of issues. Planning will begin immediately to establish a tentative schedule of staff visits and meetings, in conjunction with other VE Program managers, which will provide a forum to help determine program direction and decisions regarding VE Management Systems, reg ulations, and other relevant issues. A 20 page accomplishments brochure, using lessons learned from FY05 VE Program and done in conjunction with AMC Major Subordinate Commands (MSCs)/Life Cycle Management Commands (LCMCs) will be completed. The contractor will also prepare quarterly reports to be submitted within 30 days following the end of each quarter Travel in support of this contract will be in accordance with per diem rates specified in the Joint Travel Regulation.
