Description
(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announ cement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number for this effort is W912ES-06-T-0018 and the solicitation is issued as a request for quotation (RFQ). (iii) T he provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of th e Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://farsite.hill.af.mil/ (iv) This solicitation is set-aside 100% for small business concerns. The associated NAI CS code is 561720 and the small business size standard is fifteen million dollars. (v) This requirement consists of 1 informational line item and 5 priced line items (0001 Cross Lake Maintenance/Janitorial Services. Maintenance services and initial spri ng cleanup for Ronald L. Cloutier Recreation Area, Crosslake, Minnesota for the period 1 May 2006 through 30 September 2006.) (0001AA Trash Removal & Disposal, 5 Months) (0001AB Cleaning and Maintenance of Privies, 5 Months) (0001AC Custodial Service s for Comfort Stations, 5 Months) (0001AD Cleaning and Maintenance for Misc. Areas, 5 Months) (0001AE Minor Utility Maintenance, 5 Months) Information is available as Addendum I Pricing Sheet. (vi) Work to be completed under this contract will consis t of the following: The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, supplies, and transportation necessary to provide maintenance services in accordance with contract requirements. Work will be required seven days a week including federal holidays. A detailed description of the line items is available as Addendum II, Scope of Work. (vii) Deliverables and acceptance of deliverables will be FOB destination, Crosslake, MN. The completion date for the service i s September 30, 2006. (viii) The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation Commercial Items, applies to this solicitation. The following text is added to Par agraph (a) of FAR 52.212-2: 1) Price, 2) Past Performance: Past Performance will be evaluated as to how the organization has performed on similar efforts in size and scope in the past. Offerors must submit past performance history for all jobs of a simila r nature performed in the past three (3) years. The Past Performance evaluation will include assessments of service, quality, and ability to meet schedule and provide timely remedies. The Government may consider any information submitted by the offeror o r its references as well as any information obtained or maintained by the Government, including any files and Past Performance databases. Past Performance data shall be submitted in accordance with section (b)(10) of clause 52.212-1 included herein. If o ne quotation is better in terms of Past Performance and has the lower price, then it will be considered the best value. If one quotation is better in terms of Past Performance but has the higher price, then the Government will determine whether the differ ences in the non-price related factors are worth the difference in price. Accordingly, the Government reserves the right to issue an order to other than the lowest priced quote. 3) If an offeror does not or cannot, a letter of explanation shall be submi tted for consideration in evaluating their offer. Price and Past Performance, when combined, are equal. (x) The provision at 52.212-3 Alt. I, Offeror Represen tations and Certifications Commercial Items applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://www.arnet.gov/far. (xi) The clause at 52.212 -4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items (Deviation), applies to this acquisition. The following FAR clauses are applicable to this acquisition. 52.204-7, Central Contractor Registration, 52.222-41, Service Contract Act of 1965, As Amended, Wage determinations applicable to this solicitation are available in Addendum III; 52.222-42, State ment of Equivalent Rates for Federal Hires is applicable to this acquisition with the following statement entered after the second paragraph: In accordance with the wage determination for this procurement. 52.225-13, Restrictions on Certain Foreign Purchases, 52.232-33, Payment by Electronic Funds Transfer Central Contractor Registration, 52.233-4, Applicable Law For Breach Of Contract Claim, Protest After Award, 52.233-4, Applicable Law For Breach Of Contra ct Claim, are applicable to this acquisition. (xiii) The DFAR clause at 252.204-7004 Alt A, Required Central Contractor Registration. To be awarded this contract, the offeror must be registered in the CCR. CCR information may be found at http://www.ccr. gov. The following clauses are also applicable to this acquisition: 252.204-7003, Control Of Government Personnel Work Product, 252.243-7001, Pricing Of Contract Modifications. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.
