Description

The Philadelphia District intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) for software conversion for RAMS II to ORM to Applied Systems Consultants Inc, 2875 E. Patrick Lane, Las Vegas, NV 89120. This proc urement is being solicited as a Request for Quotation under the simplified acquisition procedures Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for data conversion from the existing Re gulatory Analysis and Management System (RAMS II) into a format consistent with the OMBIL Regulatory Module (ORM). No competitive RFQ will be issued based on this notice. However, all information received within three (3) calendar days after date of pu blication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with in the discretion of the Government. The Government will not pay for information received. All contractors are required to be registered in the DODs Central Contract Register before award as required by DFARS 204.7300. The NAICS code is 541511 and the small business size standard is $21 million.
