- The Naval Air Warfare Center, Weapons Division, Point Mugu, CA intends to procure from Small Business 66 each, 5UTransit Cases as specified in Transit Case Specification and Drawing Package 05013A8301, dtd 05/11/07 available upon request by e-mail to josie.babcock@navy.mil. Only US vendors will be considered for this procurement due to the classification of the programs. The hardware is specific to the TCAC-RAWS system requirements. Delivery of the 66 TCAC-RAWS 5U Transit Cases is requested to be 22 May 2006 or sooner with partial shipments accepted. SPECIFICATION/DESCRIPTION,Technical Control and Analysis Center (TCAC) Remote Analyst Workstations (RAWS) Transit Case Specification 1. Intended Use. The Transit cases are to be used with the AN/UYQ-83A Technical Control and Analysis Center (TCAC) Remote Analyst Workstations (RAWS). The transit cases will house servers, networking components, and an Uninterruptible Power Supply (UPS). The TCAC RAWS is a mobile system that operates in both land based and ship board environments. The system is exposed to high and low temperatures, sunlight, rain, very fine dust and salt air. 2. Detailed Specifications. The Transit Cases shall meet the following detailed specifications: 2.1 Transit Case Specifications. a. Case Material: The transit case body and lids shall be made from a lightweight high strength 40% glass reinforced polypropylene plastic. (See Note 5.A on drawing 01365-05013A8301) b. Color: The transit case body, case lids and hardware shall be colored olive drab. (See Note 5.H and 5.J on drawing 01365-05013A8301) c. Overall Size: Height: 12.9"; Width: 22.5"; Depth: 34" (See physical dimensions on drawing 01365-05013A8301). d. Metallic Hardware: Metallic Hardware such as handles and latches shall be treated and painted to prevent corrosion and meet the 48 hours salt spray requirement in accordance with MIL-STD-810 Method 506. e. Weight (empty): Approximately 50 lbs. (See Note 5.D on drawing 01365-05013A8301) f. Load: The total weight of the equipment to be installed in the transit cases will vary from approximately 40 lbs to 120 lbs. (See Note 5.C on drawing 01365-05013A8301) h. Environmental Seal: The case body and or case lid shall include a gasket that will provide a watertight and airtight seal when the case lids (i.e. covers) are attached to the case body. (See Note 5.G on drawing 01365-05013A8301) 2.1.1 Case Body Specifications. a. Stackable: The case body shall be a single piece of molded composite material, as specified above, and shall incorporate interlocking features allowing the cases to be stacked securely. The vertical walls shall have a flexural strength of 24,000 PSI. b. Shock Mounts: The internal frame (i.e. the non-removable sections) is permanently mounted to the case with corner mounted shear isolators. c. Pressure Release Valve. The case body shall incorporate a pressure relief valve. The pressure release valve shall be installed on the right hand side of the case body. (See Note 5.B on drawing 01365-05013A8301). d. Case Handles: The left and right side of the case body shall each include two recessed, heavy duty, spring loaded handles. 2.1.2 Case Lid Specifications. a. Case Lid Handles: The handles on the case lid, when the lid is secured to the case body, shall be capable of supporting the entire case weight including contents up to 200 lbs. b. Case Lid Latches: The latches that secure the lid to the case body shall be located on the left and right sides of the transit case, such that the lids can be removed or installed when the cases are stacked. c. Interchangeability: The Government prefers that case lids be interchangeable between case bodies and between front and rear of each case body. Should a contractor propose case bodies and lids that are not interchangeable, both the case bodies and case lids must be marked with labels, or some other device, that clearly matches lids with their respective cases. 2.1.3 Rack Frame Specifications. a. Rack Frame Shock Isolation: The rack frame when installed in the transit case shall be isolated from shock with a minimum swaging space of .50 inch all round. b. Rack Frame Removal: The rack frame shall be removable from the transit case's internal frame without the requirement of having to remove the equipment. The rack frame shall slide out from the internal frame components for removal and be normally held in place by a positive locking mechanism. (See Note 5F on drawing 01365-05013A8301) c. Equipment Mounting: The rack frame shall meet the requirements of EIA- STD-310 standards for 19-inch rack mounting of electronics equipment. Each vertical member of the rack frame shall have holes drilled per EIA standards on both the front and rear of each vertical member. Nut bars shall be installed in each vertical member of the rack frame on both front and rear. Equipment shall be mountable on both the front and rear of the rack frame. (See Note 5F on drawing 01365-05013A8301) d. Rack Frame Size: The rack frame shall provide a standard 5U of rack height or 8.75 inches for installation of electronic equipment in accordance with EIA-STD-310 19" rack. The total depth of the rack frame shall be 24-inches. (See Note 5.F and rack frame dimensions on drawing 01365-05013A8301) 3.1.4 Environmental Specifications. The transit cases supplied shall meet the performance requirements of MIL-PRF-28800 for Class 1/Class 2 containers including compliance with the following requirements: a. Shock: MIL-STD-810 Method 516, Procedure II, 30 g at 11 ms. b. Transit Drop: MIL-STD-810 Method 516, Procedure IV for a drop of 24-inches. c. Loose Cargo Bounce: Thirty Minutes in each perpendicular axis. d. Random Vibration: MIL-STD-810 Method 514, Procedure I for general transportation. e. Temperature: -49?C to 85?C f. Humidity: 0% to 100% Condensing or Non-Condensing g. Altitude: Up to 12,190 meters or 40,000 feet h. Rain Tight: MIL-STD-810 Method 509 i. Salt Fog Exposure: 48 Hours in accordance with MIL-STD-810 Method 506. j. Ultraviolet Radiation: The Rack Mount cases shall comply with requirements for MIL-STD-810 for resistance to solar radiation. k. Fungus: All transit case components shall be made from materials that are non-fungus nutrients. l. Static Loading: Transit Cases with covers in place shall be capable of supporting a static load of 1500 lbs at both high and low temperature extremes in accordance with FED-STD-101C, Method 5016.3 Any firms believing that they can provide these Transit Cases may submit an offer to be received by the Contracts Department no later than 04/28/2006.
