Description
The Regional Contracting Office, Southwest, Marine Corps Base, Camp Pendleton, CA has a requirement for nonpersonal services to perform aircraft maintenance and technical support services. These services will be performed at Marine Corps Air Station (MCAS), Miramar, CA. The Marine Fighter Attack Training Squadron-101 (VMFAT-101) and Marine Aviation Logistics Squadron-16 (MALS-16) are responsible for the management, readiness, and operational support of approximately (44) F/A-18 A/B/C/D T/M/S aircraft, (30) CH-46E, and (42) CH-53E aircraft. VMFAT-101 and MALS-16 operate under the Naval Aviation Maintenance Program (NAMP) and by the instructions contained therein. Services shall include all manual and automated processes, procedures and interfaces necessary to manage and sustain aircraft systems, as well as providing management of associated programs. The squadron and MALS operate an organizational level maintenance activity and an intermediate level maintenance activity to ensure sufficient full mission capable and mission capable aircraft in order to maintain required pilot training. The contractor shall provide experienced maintenance personnel of the requested skill sets to plan, develop, manage and execute the efforts required to meet work schedules. The contractor team shall support the Squadron Maintenance Departments. They will liaison with squadron maintenance control officers to coordinate workspaces and hangar deck space. The contractor shall develop a timetable per aircraft for the requested maintenance. All work preformed by Contractor personnel shall be in accordance with COMNAVAIRFORINST 4790.2, Maintenance Instructions Manuals, and local processes and procedures. The tasks include but are not limited to the following: F/A-18 Egress/Environmental Control Systems Specialists, F/A-18 Airframe/Hydraulics/Structural Repair/Flight Control Rigging Specialist, F/A-18 Aircraft Communications/Navigation/Weapon Systems Technician, ! F/A-18 Aircraft Electrical Systems Technician, F/A-18 Power Plants/A PU/Fuel System Technician, Aircraft NDI Technician, Engine Test Cell Operator, Aircraft Maintenance Controller, Hazardous Material Control Management Technician. The solicitation number is M00681-06-R-0009. The government anticipates the electronic solicitation issue date on or about May 10, 2006. A single firm fixed price indefinite delivery requirements service contract is proposed for services for a base year (12 months) with 4 one-year option periods. The statement of services is considered suitable for a Performance Based Services Acquisition pursuant to FAR Subpart 37.6. This requirement will be acquired in accordance with FAR Part 12, Acquisition of Commercial Items. Pursuant to FAR 19.805-1, THIS ACQUISITION SHALL BE AWARDED ON THE BASIS OF COMPETITION LIMITED TO ELIGIBLE 8(a) FIRMS AS A SET-AISDE UNDER THE COMPETITIVE 8(a) PROGRAM. The government anticipates award of a single fixed price indefinite delivery / indefinite quantity service contract. The duration of! the contract will be one (1) base year (12 months) and four (4), one (1) year option periods. The government anticipates a single award made on an all or none basis. The applicable small business size standard is under NAICS 488190 and $6.5 million. All responsible sources may submit a quote for consideration. Award will be made to the responsible offeror whose offer represents the best value to the government considering price and other factors. The solicitation will be made available to interested parties through electronic data interchange when posted at www.neco.navy.mil and www.fedbizops.gov .
