Description
The Bureau of Engraving and Printing (BEP) is seeking a Medical Review Officer for the Bureau?s federally mandated Drug-Free Federal Workplace Program based on the scientific and technical guidelines issued by the Secretary, Department of Health and Human Services and the Office of Personnel Management. Reference the guidelines at www.workplace.samhsa.gov. Services are being solicited for the provision of analytical toxicology services to detect and report the presence of specified drugs in employees and candidates for employment. BEP will require the facility to conduct urine specimen analysis for pre-employment, random, post accident, reasonable suspicion, and return to duty/follow-up drug testing. Employees who fail a drug test are subject to disciplinary action. The Medical Review Officer will be expected to provide expert witnesses to defend the integrity of their analytical procedures. The attached Statement of Work details the requirements, and performance standards.and Evaluation Criteria for MRO Services The successful laboratory shall present the following qualifications for consideration: 1. Organizational experience performing the types of programs with Federal Government Agencies. Describe type and length of experience. 2. Describe experience with drug abuse disorders and knowledge in pharmacology and toxicology of legally prescribed medication and illegal drugs. 3. Credentials of the MRO and Key Personnel. Specify licensure training in substance abuse disorders, and skill in interpretation of positive test results together with medical history and other biomedical information. 4. Demonstrate ability to meet the response time specified. 5. Describe past performance with other government agencies? workplace testing programs. 6. Describe the complexity of services provided( hours of operation, staffing, expert testimony, etc.) 7. Describe relevancy of services provided (9 experience with DHHS, DoD, or DoT regulated agencies 8. Provide three references, at least one of whom must administer a DHHS mandated program. 9. Provide work breakdown including staffing charts, organizational structure and work breakdown demonstrating oversight, responsibility and performance. 10. Describe plan including necessary resources and managerial/operational approach to meet requirements. 11. Include hourly rate for expert witness testimony , if needed 12. Include cost per test. TYPE AND TERM OF CONTRACT It is BEP?s intent to award a fixed unit-priced contract for the best value of services described above. Price and other negotiations may be conducted after the submittal of the proposal. The initial period of performance will be from date of contract through September 30, 2006, and the Bureau shall have the option of extending the period of performance for up to four (4) one-year periods.
