Description
Request for Information: RFI-06-CIO-001; Identification of Industry Suggestions and Best Practices for obtaining Information Technology Infrastructure Managed Services. The U.S. Department of the Treasury, Departmental Offices (DO) is issuing a Request for Information (RFI) to solicit comments, suggestions, and best practices regarding the acquisition of IT Infrastructure Management services under a performance-based, fixed price managed services approach. DO is seeking sources for a possible future acquisition. This RFI presents a Statement of Objectives (SOO) that describes, at a high-level, the objectives, scope, support requirements, and the overall performance criteria of the managed services necessary to support the DO IT environment. These are available for downloading at the the FEDBIZOPS site by citing the RFI-06-CIO-001. The RFI solicits the vendor community?s interest, capability, comments, suggestions, and dialogue regarding the services described in the SOO, all of which will be used to possibly develop a future solicitation. This notice does not constitute a Request for Proposal or a promise to issue one in the future, and is being conducted for planning purposes at this time. The Government does not intend to award a contract for any supply or service on the basis of this request or to otherwise pay for the information. This request is issued for the purpose of soliciting the industry?s comments, suggestions, and their appropriate capabilities in performing the services outlined in the enclosed SOO. Respondents are also requested to address the following set of questions as part of their response. 1. Have you provided the classes of services that are described in the Statement of Objective (SOO) under a performance-based, managed services arrangement with SLAs including an incentives/disincentives plan? Please provide: a. If the clients is a commercial entity or a Federal/State Government agency b. Brief description of the environment including # of seats served, and types of SLAs, and technologies used c. IT services provided including identification of those services that are provided on-site versus off-site d. Points of contact 2. In your experience, how effective has it been to provide the types of services contemplated in this SOO in a fixed price, performance-based, incentivized environment in terms of: a. Cost efficiency and control? b. Higher customer satisfaction? c. Increased operational efficiency? d. Optimum length of contract? 3. Provide comments on the scope of services described in the SOO. In your experience, are they complete and in-line with this type of IT Infrastructure Services offering in the industry? Are there any services you would add or remove? 4. Provide specific comments for each of the sample SLA and performance metrics included in the SOO. a. Are they in-line with industry best practices? b. Are there any additional or alternative metrics, thresholds, etc. that you would recommend (must provide rationale) c. Are there any price/performance trade-off implications that result in higher costs with diminishing return on performance? 5. In your experience what are some of the practical differences in providing these services all on government site versus contractor site? Are there any cost implications? Any performance implications? Please provide examples. 6. In your experience, what is the average per seat cost of the services identified in the SOO? Discuss factors contributing to cost increases or decreases in this type of a managed services environment. What are some cost containment measures that can be jointly taken by Government and Contractor to control costs? 7. Please describe the types of contract vehicles that your company has used to provide these types of services in the manner described in this SOO. Provide information on the contract vehicle including brief overview of ordering process, appropriate POCs, and the usage fee. 8. Please describe your approach and provide examples regarding how to involve and utilize Small Business participation in these types of services. The SB participation shall include SDB, 8(a), SDVOB, Hub Zone, etc. 9. What key evaluation factors should the Department of the Treasury use to distinguish whether or not a vendor possesses the ability to successfully provide the services and meet the SLA requirements presented in the SOO? 10. What are the key cost elements that will drive a vendor?s cost proposal in response to a solicitation for the services described in this SOO under a fixed-price, performance-based managed services arrangement with proper incentives and disincentives? Please submit no more than 20 total single-sided pages of response using print no smaller than 11-point font. Text included as part of tables, figures, and graphics can be smaller than 11-point font so long as they are legible. Interested parties can submit their responses to the RFI to the Contracting Officer, John A. Palmieri, through electronic mail, at john.palmieri@do.treas.gov, by 2PM EDT on May 2, 2006. If the Government decides to proceed with a solicitation, comments received from the RFI responses will be used to develop a Draft RFP. The Government at its sole discretion may choose to send the Draft RFP for comment, at which time a Pre-Solicitation Conference may also be scheduled.
