Description
This project is being considered for a total HUBZone small business set-aside (SBA certified). A final determination to set aside as HUBZone will be made based on the results of this sources sought. Contractor shall provide all labor, supervision, equipment, planning, designing and other services required to test, adjust, balance and perform any re-commissioning work necessary to the HVAC system in the Ribicoff Federal Building, Hartford, CT. The Ribicoff building is 8 stories with one basement area containing the primary chilled and hot water systems provided by the utility and 3 penthouse areas one over each wing and one over the building proper which contain the building?s air handling units. The approximate quantities of the various equipment involved in this project is: VAVs 186, Diffusers 610, Volume dampers 550,Perimeter induction units 370,Heat only induction units 16, Air handlers 9, and the associated pumps, thermostats, sensors, heat exchangers, EMS and control equipment associated with a 330,000 SF office building serviced by a district heating and cooling water loop. SUMMARY This Section includes testing, adjusting, and balancing HVAC systems to produce design objectives, including the following:A.Balancing airflow and water flow within distribution systems, including sub-mains, branches, and terminals, to indicated quantities according to specified tolerances.B.Adjusting total HVAC systems. C.Setting quantitative performance of HVAC equipment.D.Verifying that automatic control devices are functioning properly.E.Reporting results of the activities and procedures specified in this Section. F.Related Sections include the following:G.Testing and adjusting requirements unique to particular systems and equipment are included in the Sections that specify those systems and equipment. Agent Qualifications: testing, adjusting, and balancing agent must be a certified Testing, Adjusting, Balancing Bureau (TABB) Certified Technician and have passed the Sheet Metal & Air Conditioning Industry National Certification Board. A.Testing, Adjusting, and Balancing Conference: The contractor will be required to convene a conference to discuss the approval of the testing, adjusting, and balancing strategies and procedures plan and to develop a mutual understanding of the details. Provide 7 days' advance notice of scheduled meeting time and location. B.Agenda Items: Include at least the following: Submittal distribution requirements,Contract Documents examination report,Testing, adjusting, and balancing plan. Work schedule and Project site access requirements. Coordination of documentation and communication flow. Full Owner Occupancy: The Owner will occupy the site and existing building during the entire testing, adjusting, and balancing period. Cooperate with the Owner during testing, adjusting, and balancing operations to minimize conflicts with the Owner's operations. NAICS is 238220. Size standard is $13,000,000. Estimated issue date of RFP is May 2006. Please respond to the following questions by 4:00 PM, Thursday 20 April 2006.
