Description
JPL REQUEST FOR INFORMATION (RFI) FOR A BASIC ORDERING AGREEMENT (BOA)IN SUPPORT OF SPACECRAFT MECHANICAL ENGINEERING (SEC. 352) The Jet Propulsion Laboratory/California Institute of Technology (Caltech/JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), seeks responses to provide various materials, equipment facilities, and/or services for a Basic Ordering Agreement (BOA) in support of Section 352, Spacecraft Mechanical Engineering. REQUIREMENTS The subcontractor shall provide the below-described materials, equipment facilities, and/or services in the quantities and at the times determined by JPL during the period from the date of this subcontract through TBD years thereafter. This is not a total requirements order; however, a minimum amount of $TBD shall be ordered during the above term. Subcontractors need to be within a fifty (50) mile radius of JPL. 1. ENGINEERING DESIGN SUPPORT to include, but not necessarily limited to, the following: (a) Customized mechanical equipment for handling and assembling complex structures to include, but not be limited to: Rolling support platforms; Lift fixtures; Turnover fixtures; Support tooling; Interface adapters; and Personnel work platforms. (b) Torque/force amplification devices: High precision; and High reliability. (c) Electromechanical actuation devices: High precision; and High reliability. (d) Sheet metal components. (e) Composite, conventional and other lightweight structures for space applications. (f) Spacecraft and satellite cabling. (g) Opto-mechanical hardware related to lenses and optical paths. 2. SUPPORT PREPARATION OF FABRICATION DRAWINGS AND ASSEMBLY DRAWINGS as follows: (a) Utilize computer-aided engineering (CAE) and computer-aided drafting (CAD). (b) Create engineering documentation files compatible with Unigraphics NX, Ideas NX, and NX Nastran and Solidworks files. (c) Perform multi-site collaboration with design teams using Teamcenter Engineering. 3. SUPPORT DESIGN ANALYSIS as follows: (a) Perform structural analyses on detailed parts and assemblies for the computation of margins of safety to verify design. (b) Determine load path, basic free body diagrams. (c) Develop finite element models as required. (d) Compute margins on bolted joints, bonded joints, and fittings. (e) Review Structural Analyses reports from subcontractors for compliance to design requirements including stiffness, strength, factors of safety, and accepted aerospace industry practices. (f) Using Finite Element codes, such as Nastran, idealize and build finite element models to assess modal frequencies, response to random or sine vibration, and thermal distortion. (g) Perform buckling analyses and nonlinear analyses using material nonlinearity and gap elements. (h) Perform dynamic simulation and separation analyses using MSC/ADAMS software. (i) Utilize Nastran, Ideas, Femap, ADAMS, Abaqus, as required. (j) Provide consultation support on the structural behavior of composite constructions desirable (aluminum honeycomb panels and polymer matrix composites) for specific applications. (k) Provide consultation support on fatigue analyses and fracture mechanics. 4. PERFORM FABRICATION AND FABRICATION SUPPORT as follows: (a) Welding (b) Milling (c) Lathe (d) Grinding (e) Create three dimensional scale models from design documentation. 5. DEVELOP THE MANUFACTURED PRODUCT 6. TEST (a) Perform proof testing of hardware to verify integrity of product. (b) Perform acceptance and proto-flight testing to verify product functionality and workmanship. 7. PROPOSAL PREPARATION (a) Prepare conceptual designs. (b) Prepare cost analyses. (c) Prepare and present presentation materials. 8. PROVIDE MACHINERY, TOOLING, AND SUPPORT EQUIPMENT APPROPRIATE FOR THE PERFORMANCE OF THE ABOVE TASKS. 9. PROVIDE SOFTWARE APPROPRIATE TO SUPPORT THE ABOVE TASKS. 10. PROVIDE SUPPORT SERVICES PERSONNEL TO WORK AT THE DIRECTION OF JPL WITH SKILLS APPROPRIATE FOR THE PERFORMANCE OF THE ABOVE TASKS. PLACE OF PERFORMANCE ? Place of performance is primarily the vendor?s plant with frequent interaction at JPL is possible. RESPONSES ? In response to this RFI, JPL requests that interested parties please identify which requirement(s) your company can supply. This will be useful in the event this requirement is divided into several separate BOAs. Additionally, JPL requests that interested parties respond with their company?s capabilities via brochures, literature or any medium which will describe their company?s capabilities. Potential sources should respond to this requirement no later than April 21, 2006.
