Description
i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number is F7383050200100 and the solicitation is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. (iv) This is a total small business set-aside. The associated North American Industry Classification System (NAICS) code is 238210/238220, and the small business size standard is $12 million. (v) The combined synopsis/solicitation package includes the Statement of Work (SOW); Wage Determination 1994-2309 Rev (30) dated 08/05/04; Scott Form 21 and Contractor’s Consent to Background Check. These documents are necessary for quote submittal. Please email matthew.albert@scott.af.mil or cliff.beasley@scott.af.mil to obtain copies of these documents. (vi) This synopsis/solicitation is for the purchase and installation of heating, ventilation, and air conditioning (HVAC) equipment needed to control environmental controls, to be integrated with the existing fuselage infrastructure. This facility also requires power to be integrated with the existing fuselage infrastructure. (vii) The provision at Federal Acquisition Regulation FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. The RFQ shall consist of one (1) part Part I-Price Quote with detailed pricing on all parts, labor rates and transport cost. Addendum to 52.212-2: Evaluation-Commercial Items. (ix) The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. (x) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (April 2004) (DEVIATION), applies to this acquisition. DFARS clause 252.232-7003, Electronic Submission of Payment Requests, applies to this acquisition. (xi) IAW FAR 52.237-1, prospective contractors are urged and expected to perform a site visit to become familiar with the fuselage infrastructure and electrical system prior to submitting an offer. The site visit will be held on 11 Feb 2005 at 2:00 PM, Scott AFB, IL 62225. Attendance at a site visit does not guarantee award. Please contact Matt Albert (618-256-9251) by 11:00 AM on 11 Feb 05, to schedule your attendance at the site visit and to allow adequate time for notification of base entry. Attendance at the site visit is limited to no more than two representatives per company. Any questions, which may result from the site visit, are due in writing to the 375 CONS/LGCB, Attn: M. Albert, by 12:00 PM, 10 Feb 05. (xii) All responsible sources may submit a quotation, which shall be considered by the agency.
