- Description
- The purpose of this amendment is to revise Section VI. PROPOSAL PREPARATION of the BAA; add access to proprietary information to Section IX of the BAA; revise Section VIII PROPOSAL EVALUATION; and to clarify the Answers to Questions 5, 8, 28, 51, 91 and 141. 1. Section VI. PROPOSAL PREPARATION, D. volume II - Cost (Budget): delete paragraph 1. e. Note: See instead BAA Modification 03, dated December 9, 2005 b) which added the following: 9. Provide written confirmation that holds the proposal to include proposed costs, firm until September 30, 2006. 2. Section IX. GENERAL INFORMATION is revised to add paragraph K, ACCESS TO PROPRIETY INFORMATION as follows: K. Access to Proprietary Information/Organizational Conflict of Interest Participation in the Defense Threat Reduction Agency (DTRA), Broad Agency Announcement (BAA) DTRA01-06-BAA-01 requires SRA International and Northrop Grumman employees to have access to DTRA contractor information including information that may be considered proprietary. This BAA contains organizational conflict of interest provisions and includes contractual specifications for non-disclosure of proprietary contractor information. All proposers to BAA DTRA01-06-BAA-01 consent to the disclosure of their information to SRA and Northrop Grumman employees under these conditions. PROPOSAL EVALUATION, paragraph A. 1, Selection Process Overview, First-Tier review is revised as follows: FROM: A. Selection Process Overview Evaluation of proposals will be accomplished in a two-tier, peer or scientific review process. 1. The first-tier is a scientific peer review of proposals as follows: For individual research and development projects, a review is first made of the research summaries as required in Section VI. PROPOSAL PREPARATION, G. 1. Only the proposals for those research summaries that are most highly qualified will then be evaluated in accordance with the stated evaluation criteria. The evaluation criteria, listed Section G, are specific to the respective approach that is proposed. Integrated Technical/Management Arrangements will be evaluated in accordance with the stated criteria. TO: A. Selection Process Overview Evaluation of proposals will be accomplished in a two-tier, peer or scientific review process. 1. The first-tier is a scientific peer review of proposals against established criteria. The evaluation criteria, listed in this Section, are specific to the respective approach that is proposed. For the Individual Research and Development Projects, proposers will submit a research summary for each individual project concurrently with their proposal. 4. The answer to Question No. 5 is revised as follows: QUESTION: The project will be managed and essentially executed from our site. However, we are considering locating some of our scientists at sites in Spain or the UK. Provided we can assure this won't prove a hindrance to the project is it acceptable to have some scientists funded by this grant located at our sites in Spain or the UK? REVISED ANSWER: Section IX. GENERAL INFORMATION, paragraph B, states that the participation of foreign companies will be reviewed on a case-by-case basis. The International Traffic in Arms Regulations (ITAR), 22 Code of Federal Regulations (CFR) Parts 120-130, implement the laws governing the export control of defense articles or services (including technical data) subject to the US Munitions List (see 22 CFR 121.1). "Export" includes oral or written transfer of information to foreign persons, whether in the US or abroad (see 22 CFR 120.17).
