Description

The purpose of this amendment is to revise the type of procurement instruments, revise General Instructions, provide a sample Quad Chart, revise the Cost Proposal format requirements, and revise proposal preparation instructions . The following changes are made to the BAA: a) Section V. PROCUREMENT INSTRUMENTS is revised as follows: "A. The full range of flexible acquisition and acquisition-related statutory authority arrangements available to DTRA are possible results from this announcement, including but not limited to Procurement Contracts and Other Transactions. However, grants will not be awarded from this announcement." b) Add the following to Section VII. GENERAL INSTRUCTIONS APPLICABLE TO ALL PROPOSALS: "9. Provide written confirmation that holds the proposal, to include proposed costs, firm until September 30, 2006." c) In relation to Section VI. G. 1. Proposal Content for Individual Research and Development Projects, Volume I - Technical Proposal, a sample Quad Chart will be uploaded to the BAA announcement under Fedbizopps. d) The following is added to Section VI. F.14. Cost (Budget) as follows: "Budgeted Cost Proposals shall include the following elements for the prime and subcontractors: a. Labor Costs broken out by labor category and associated hours of effort b. Material Costs c. Other Direct Costs d. Indirect Costs e. Fee (if applicable)" e) Section VI. PROPOSAL PREPARATION, B. 1. Indexing, is revised to delete the Tab indexing requirement. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (04-JAN-2006).
